This is going to be the most anticipated fight in decades, IMO. We got news today that hopefully it will be sooner rather than later.

Formal negotiations in an effort to make a megafight between pound-for-pound king Manny Pacquiao and Floyd Mayweather Jr. in the first part of 2010 will open Monday, Golden Boy Promotions CEO Richard Schaefer told ESPN.com.

Schaefer was on his way Monday morning from Los Angeles to Las Vegas to meet Top Rank's Bob Arum, Pacquiao's promoter, for lunch at the MGM Grand, which has hosted several Pacquiao and Mayweather fights.

"Floyd and me want to see if we can get the fight done," said Schaefer, who, although he doesn't have a promotional contract with Mayweather, has represented him in his past three fights and was asked to represent him in these talks. "The fact that I am flying to Las Vegas to meet with Bob shows you how serious our side is about making the fight.

"Bob and I will approach this without egos and try to get it done under fair terms. Floyd gave me his marching orders and I will see today how it goes and report back."

A pairing of Pacquiao and Mayweather is the biggest fight boxing has to offer and could break all sorts of revenue records.

In the year's biggest fight earlier this month, Pacquiao (50-3-2, 38 KOs) beat Miguel Cotto on a technical knockout in the 12th round to win a welterweight title, his seventh title in a record seven weight divisions.

The fight sold 1.25 million units on pay-per-view and generated more than $70 million in domestic television revenue.

Mayweather (40-0, 25 KOs), the former welterweight champ and pound-for-pound king before a short-lived retirement, returned on Sept. 19 to dominate lightweight champion Juan Manuel Marquez in a lopsided unanimous decision.

That fight generated 1.05 million buys on pay-per-view.

The all-time pay-per-view record is the 2.44 million buys generated by Mayweather's 2007 win against Oscar De La Hoya.

"I can confirm I am meeting with Richard, but I'm not going to talk about the specifics," Arum told ESPN.com. "It's a meeting where we will try to make the fight. Whether it can be made or not in this meeting, I don't know. We'll see what we will see."

Schaefer said he hopes he and Arum can make the fight quickly, rather than dragging the talks out for weeks.

"As part of the negotiations both Bob and I had to agree to keep all discussions confidential," Schaefer said. "No further comments will be made until such time that we either have a deal or the negotiations fall apart."

We all know Pac-Man is game and usually easy to deal with so I think the onus is on Mayweather if he wants to take the fight or not. It will be interesting to follow these negotiations and see how much of an ego Mayweather has. IMO, they should do 40/40 or 45/45 with the winner of the match taking the rest but knowing Mayweather he'll probably push for a 55/45 or 52/48 split in his favor. If Mayweather asks for anything more than you know he's ducking the fight b/c Pac-Man has proven to be a 1 million PPV draw on his own.

According to Dan Rafeal on ESPN.com they're targeting May 1st, 2010 as the date of the big fight.

PacMan has never had to try and hit an opponent as elusive as Mayweather either.
Both fighters have yet to fight anyone like the other. With that said I think Pac-Man wins in this fight. Mayweather may have the speed/elusiveness advantage but Pac-Man is just as fast, has more power than Mayweather (KO'd Hatton earlier), and he has the chin to sacrifice getting hit in order to improve position to land a KO blow (not only did he take big punches from Cotto but he countered with stronger blows). I will bet boatloads on Pac-Man in this one.

I'll have to give kudos to Mayweather if this true. I expected him more difficult to be more difficult to deal with.

Mayweather-Pacquiao for March 13

The much-anticipated bout between Floyd Mayweather Jr. and Manny Pacquiao is all but set for March 13, a source told Yahoo! Sports.

Mayweather has agreed to terms and promoter Bob Arum is making a trip to Manila, Philippines, to finalize a deal with Pacquiao, the source said.

Las Vegas, Dallas and New Orleans are the front-runners to host the bout, which is expected to become the highest-grossing boxing match in the sport’s history.

Pacquiao is the top pound-for-pound fighter in nearly every major ranking, including Yahoo! Sports. Mayweather is No. 2 in most rankings and was No. 1 in nearly all of the polls before he briefly retired in June 2008.

Pacquiao is coming off a 12th-round stoppage of Miguel Cotto on Nov. 14 at the MGM Grand Garden Arena in Las Vegas, a bout in which he won the World Boxing Organization welterweight championship and erased fears that he is not a legitimate welterweight.

Cotto was a legitimate welterweight in his prime and Pacquiao dominated, knocking him down twice and cruising to the one-sided victory.

Mayweather routed Juan Manuel Marquez, who had previously been ranked No. 2 in the Yahoo! Sports poll, in a Sept. 19 fight at the MGM Grand.

The public demand for the fight has been enormous, putting pressure on Arum and Golden Boy Promotions CEO Richard Schaefer, who represents Mayweather, to get a deal done.

Promoters had targeted May 1 for the fight almost from the moment that Pacquiao stopped Cotto. But Pacquiao filed Tuesday to run for Congress in the Philippines and the election will be held on May 10.

Given that, the bout with Mayweather had to be moved up to March 13 or pushed back until September.

Though there were reports that Arum was considering matching Pacquiao with new WBO super welterweight champion Yuri Foreman on March 13 in Dallas, that was a diversionary move and was never serious, the source said.

A survey team from Top Rank will inspect Dallas Cowboys Stadium as a possible venue. The MGM Grand Garden Arena and the New Orleans Superdome are also in the running to host the mega-fight, the source said.
 
The proposed super fight between Manny Pacquiao and Floyd Mayweather is getting closer.

Mayweather agreed to terms for the welterweight title bout on Tuesday, multiple sources with knowledge of the negotiations told ESPN.com.

The proposed date is March 13, although there is a chance it could move to May 1, sources said. Mayweather, according to a source close to him, is OK with either date.

Pacquiao and Mayweather have fought recent bouts at catch weights. However if they complete their deal, the bout would be contested at 147 pounds, the maximum for a welterweight fight, a source said.

Top Rank's Bob Arum, who promotes Pacquiao (50-3-2, 38 KOs), was flying to the Philippines on Tuesday night to meet with Pacquiao and try to close his side of the deal.

Arum spent much of Tuesday getting open issues resolved in his negotiations with Golden Boy Promotions CEO Richard Schaefer, who represents Mayweather, sources said. Once Arum was able to do that, he left for the Philippines and is expected back on Monday.

If the HBO PPV fight happens on March 13, it would force the tentative HBO PPV fight between light heavyweights Roy Jones Jr. and Bernard Hopkins to move to another date. Hopkins and Jones both fight Wednesday and must win for their fight to go through.

The site for Pacquiao-Mayweather remains up in the air. There is interest from Dallas Cowboys owner Jerry Jones to bring the fight to his new stadium. There is also interest from venues in Las Vegas, including the MGM Grand (which has hosted several Pacquiao and Mayweather fights), and the Superdome in New Orleans in hosting a fight many believe will break the all-time record for pay-per-view buys, which is the 2.44 million units sold for Mayweather's 2007 split decision victory against Oscar De La Hoya.

The fight moved front and center with heavy public demand for it following Pacquiao's dominant 12th-round knockout of Miguel Cotto to win a welterweight title on Nov. 14. The victory gave Pacquiao a title in a record-breaking seventh weight division and 1.25 million pay-per-view units.

Mayweather (40-0, 25 KOs), who has won titles in five divisions, came out of a brief retirement in September to dominate Juan Manuel Marquez in a fight that generated 1.05 million buys.

Just a few days after Pacquiao's win over Cotto, Arum and Schaefer began negotiations.

One wrench in the talks was the date. Arum, Schaefer and HBO wanted to slot the fight on May 1. However, Pacquiao announced his candidacy for a congressional seat in the Philippines on Tuesday. With the election scheduled for May 10, it rules out a May 1 fight unless Pacquiao runs unopposed. Pacquiao lost the election for a congressional seat in 2007.

If Pacquiao-Mayweather isn't finalized, Arum has talked about matching Pacquiao with junior middleweight titlist Yuri Foreman, which would give Pacquiao an opportunity to win a title in an eighth division. Foreman defeated Daniel Santos to win a 154-pound belt on the Pacquiao-Cotto undercard.

Schaefer has talked about bringing Mayweather to England to match him with Matthew Hatton in the event Pacquiao-Mayweather isn't made. Hatton is the brother of Ricky Hatton, the former junior welterweight and welterweight titlist whom Mayweather knocked out in 2007.

 
Those two other fights would be a waste of time. I thought pac and roach agreed to not move up anymore. And to fight the other hatton? Meh.

This fight has to happen. If extremists will let a hostage go to watch the pacquaio fight, surely the government will let him run unopposed.

Really? I can't remember the last time that PacMan's opponent was considered faster and more elusive. And definitely can't remember anyone on this board saying it about any of his recent opponents, especially in this weight class.Enlighten me.

The whole reason Pretty Boy came back was the payday and prestige of the PacMan fight. All those other fights were to prepare and build the purse while PacMan built his legend up to Pretty Boy's status.Remember...even though PacMan is pound for pound #1 right now...he had to earn respect in this weight class. If this were 4 or 5 fights ago...the purse wouldn't be as huge and Pac would be a heavy underdog. Now...it's closer and it seems like most who chime in here...consider PacMan to be the victor in this matchup. I'm not sure that would be the case 1 or 2 years ago.

Mayweather has always proven to be a guy who'll do what it takes to get the fight deal done.If you remember with De La Hoya, he allowed Oscar's preference for the weigh in (heavier) and Oscar's choice in gloves (puncher's gloves sometimes called Mexican style) and didn't haggle too much over the purse.Mayweather will do what it takes for the opportunity to solidify himself as one of truly great fighters of all time.He came back specifically for this fight. Thankfully both fighters have held up their end of the bargain up to this point (Roy Jones Jr...are you listening?).

I'd be shocked if Mayweather doesn't win this. Personally I can't stand the guy, but he's phenomenal. I see Manny getting super frustrated in the latter rounds when he won't be able to just walk in and pound on Floyd. If Manny can smother him he's got a punchers chance, but he certainly can't outbox Mayweather.

This looks to be an amazing fight. I hope it is.

Pac-Man won't land more punches than Mayweather, but he'll certainly land the harder blows. I think Manny will eat some punches from Mayweather in order to gain better position to land that a KO punch.Gonna be a great fight to watch.
 
This will be a great fight to watch. Best fighter turned decent boxer (Pac) against the best pure boxer I have ever seen (Mayweather).

However, if a KO happens its gonna be from Pac. Mayweather has no power at this weight and will most likely break his hand before he sniffs a KO.

 
It's practically official folks! March 13th, 50/50 split. Kudos to both men. All that is left to decide is the venue!

Pac-Man Signs Contract

Manny Pacquiao has signed a contract to fight Floyd Mayweather Jr. in boxing's biggest fight on March 13, a source with knowledge of the meeting told ESPN.com on Friday night.

Arum and Pacquiao met for two hours Friday to discuss the proposed deal, according to Pacquiao adviser Michael Koncz, who told the Associated Press that "Manny has some additional requirements, requests, which Arum didn't think was a problem. The requests of Manny were so realistic that Arum doesn't feel it's a problem and it's pretty much a done deal."

Later Friday it became a done deal, at least on the Pacquiao side, when he signed the paperwork, the source said.

Mayweather had previously agreed to terms with Golden Boy Promotions, his promoter for the HBO PPV fight, but it was unclear if he had signed a contract.

The source also disclosed other aspects of the fight, which will take place at the welterweight limit of 147 pounds for Pacquiao's title and match the top two fighters in the world, pound-for-pound.

The camps agreed to a 50-50 split of the money, which could be gargantuan. Many experts expect the fight to eclipse the all-time pay-per-view record for sales, which is the 2.44 million buys generated by Mayweather's 2007 victory against Oscar De La Hoya.

Both fighters will wear 8-ounce gloves but each fighter will be allowed to select the brand of gloves he will wear for the fight.

For promotional purposes, the bout will be referred to as Mayweather-Pacquiao, but Top Rank will receive first billing over Golden Boy throughout the promotion.

However, instead of a full-scale media tour, there will only be a single press conference in New York during the second week of January. With the schedule compressed because of the March 13 date for the fight, rather than May 1, which the promoters and HBO PPV preferred, it didn't leave time for a lengthy media tour.

The fight is going to take place March 13 because Pacquiao is running for a congressional seat in the Philippines and the elections are in May, which would have been a conflict between his training and the campaign.

Pacquiao will spend the first half of his training camp in Baguio in the Philippines, where he also trained for the first part of his camp in preparation for his 12th-round knockout victory against Miguel Cotto on Nov. 14. For the final few weeks of his training, Pacquiao and trainer Freddie Roach will relocate to Roach's Wild Card gym in Hollywood, Calif.

The site of the bout has not been finalized. Dallas Cowboys owner Jerry Jones has expressed interest in bringing the fight to his new stadium as have representatives from the Superdome in New Orleans. Also in the mix is the MGM Grand in Las Vegas, which has hosted several Pacquiao and Mayweather bouts. Arum has also received a proposal for a 30,000-seat temporary stadium on the Las Vegas Strip across from the Wynn resort.

Pacman vs Pretty boy floyd.......now THIS will be a great fight...2 men at the top of there game...both with outstanding talent...both with lightening hand speed and impressive power...both with sturdy chins and something to prove.

I see this going the distance with both men fighting there hearts out...lots of ebb and flow...drama...and a knock down here and there. If i had to pick a winner i would say pacman in a split decision...he gives just a little bit more of his body in the end if only because he a whole country standing behind him ...he would die for his fellow countrymen...thats his edge in the end :thumbup:

Sounds like the MGM, Jerry Jones Stadium and the Superdome are the three locations in the running to host the fight. Nola could certainly use the business and Jerry's stadium is pretty cool but I hope it ends up at the MGM. Big fights should always be in Vegas. I will be interested to see the opening line.

personally i love the big fights in say madison square garden...awesome fighting atmosphere ...but i remember the aaron pryor vs alexis arguello fight in miami`s orange bowl...electric...very exciting
 
This is going to be a GREAT fight for boxing fans, but a dissappointment for the fairweather/casual observer. PBF's best quality as a fighter is his defense. Hard to appriciate that if you are not a hardcore fan.

im pulling for Pacman, but right now im leaning Floyd.

For unspecified reasons, Cowboys Stadium in Arlington, Texas, is out of the running to host the Manny Pacquiao-Floyd Mayweather super fight, Top Rank's Bob Arum told ESPN.com on Wednesday.

Arum, Golden Boy CEO Richard Schaefer, who will co-promote the nearly finalized fight, and HBO Sports president Ross Greenburg were supposed to meet with Cowboys officials at the stadium on Wednesday for a tour of the facility and to talk with Dallas Cowboys owner Jerry Jones about a site fee for the fight.

However, Arum said he received a call from Schaefer on Tuesday night canceling the trip.

"Richard called me last night and said he won't go to Texas," Arum said. "And I told him to call Ross and tell him. And then I called Ross and said, 'You don't want me to go if he's not going. If Jerry Jones offers me money for the fight what is Pacquiao going to do? Go in the ring alone?' Schaefer just said, 'I'm not going to Texas. I'm not going to do the fight in Texas. I'm not going to waste my time.' That's the explanation."

Arum said he asked why and Schaefer's response was, "'The fight is March 13 and there isn't enough time to do a fight at an outdoor stadium.' It's bizarre, but that's what he said. I reminded him [that the stadium has a retractable roof]. He said it doesn't matter. I am not going to theorize. I'm just telling you what happened."

The Cowboys declined to comment when reached by ESPNDallas.com on Wednesday.

Arum, who turned 78 on Tuesday, was having a dinner party for his birthday at his Las Vegas home and was planning to leave at 7:30 a.m. Wednesday.

"I was planning to get up early and then the bombshell happened," Arum said. "Richard called and that's where we are. He may have a real good reason why he wouldn't consider Dallas. The reason he gave me, frankly, makes no sense. Maybe he has another reason that he didn't articulate it to me. But we had airline tickets booked and the three of us planned to rendezvous in Dallas and then go out to the stadium."

Jones is interested in bringing big events to his new stadium -- which could seat as many as 100,000 for a fight -- and landing Pacquiao-Mayweather was one he had in mind.

Greenburg, who was in his office in New York when reached Wednesday, had no comment. The fight will be televised on HBO PPV.

Schaefer wouldn't address the reasons he called off the trip to Texas, telling ESPN.com, "This is a fight our side wants and we are working very hard to finalize it. The next time you hear from us is when we have a signed deal or the negotiations have fallen apart. I want to get a deal done and once a deal is done then we will be available for comments. Until then, there is no comment from our side."

There has been interest from other venues, including the Superdome in New Orleans, although Las Vegas, specifically the MGM Grand, is believed to be the front-runner to host what many believe will be the richest fight in boxing history. The MGM, which has a close relationship with Golden Boy and Top Rank, has hosted several Pacquiao and Mayweather bouts, including their most recent fights -- Mayweather's shutout decision of Juan Manuel Marquez on Sept. 19 and Pacquiao's 12th-round knockout of Miguel Cotto on Nov. 14.

The Miami Dolphins are also interested in hosting the fight at Land Shark Stadium, going so far as to send out e-mails to their season-ticket holders to gauge their interest in buying tickets for the event.

As a Pac-Man fan I hope this isn't true. Hopefully, it's merely a misunderstanding because this would seriously taint everything Pac-Man has done.

A friend of mine said that Pac-Man is refusing not because he does steroids or performance enhancers, but that he likes to use recreational drugs. Who knows.

According to Golden Boy Promotions, which is representing Mayweather, Pacquiao refused Tuesday to agree to the Olympic-style drug testing procedures the sides had been negotiating.

Mayweather requested that the drug testing for the fight be in compliance with the United States Anti Doping Agency, which handles drug testing for Olympians, "to ensure fair play and sportsmanship by both fighters."

Olympic style testing is more rigorous than the drug testing performed by the Nevada State Athletic Commission and other state commissions. It would involve random blood and urine testing before and after the fight. Nevada commission testing only tests urine for banned substances, once just before the fight and once immediately following the fight.

Floyd Mayweather Sr., the fighter's father, has repeatedly accused Pacquiao of taking illegal substances, even though Pacquiao denies it and he has never failed a drug test.

According to Golden Boy CEO Richard Schaefer, who is negotiating the deal with Top Rank president Todd duBoef, Pacquiao refuses to have his blood drawn within 30 days of the bout based on his superstition of testing so close to a fight.

"Todd told me that Pacquiao has difficulty with taking blood and doesn't want to do it so close to the fight," Schaefer said. "He, Pacquiao, would only agree to have blood drawn before the kick-off press conference and after the fight."

Two weeks ago, Pacquiao's trainer, Freddie Roach, told ESPN.com that their side had no problem with Olympic style testing.

"I have no problem with the testing whatsoever," Roach said then. "They can do whatever kind of drug testing they want. They're scared of Manny and scared of his power. He'll pass any test in the world."

Schaefer said he hoped it was simply a "miscommunication" on the Pacquiao side.

"I do hope it is some sort of miscommunication and that Pacquiao is not even aware of what is going on and he will clear this up and say what is good enough for these great Olympic athletes is good enough for him and Floyd, and he agrees to do these drug tests.

"Team Mayweather is very surprised that an elite athlete like Manny Pacquiao would refuse drug testing procedures which Floyd has already agreed to and have been agreed to by many other top athletes. Why would Pacquiao refuse to have the same kind of testing that Lance Armstrong, Michael Phelps, LeBron James and Kobe Bryant have had?"

Told of Pacquiao's reluctance to be tested, Mayweather said he should explain himself.

"I understand Pacquiao not liking having his blood taken because, frankly, I don't know anyone who really does," Mayweather said in a statement. "But in a fight of this magnitude, I think it is our responsibility to subject ourselves to sportsmanship at the highest level. I have already agreed to the testing and it is a shame that he is not willing to do the same. It leaves me with great doubt as to the level of fairness I would be facing in the ring that night.

"I hope that this is either some miscommunication or that Manny will change his mind and step up and allow these tests, which were good enough for all these other great athletes, to be performed by USADA."

Said Leonard Ellerbe, a Mayweather adviser, in a statement, "We hope that Manny will do the right thing and agree to the testing as it is an egregious act to deny the testing and hence, deny the millions of fans the right to see this amazing fight. We just want to make sure there is a level playing field in a sport that is a man-to-man contest that relies on strength and ability.

"I still hope this decision is coming from someone in Pacquiao's camp and not Manny himself as it would be a shame that an athlete of his stature and who represents his whole country would not be able to show the public or his fellow athletes that he agrees to the highest standards in sports competition."

Top Rank spokesman Lee Samuels said the company declined to comment.

Schaefer said he and duBoef had "worked out all other issues related to the fight," disclosing to ESPN.com that the fight would be at the MGM Grand in Las Vegas, if they can work out the drug testing issue.

"We have agreed on all terms, including the site," Schaefer said.

The MGM Grand beat out several other interested venues, including Dallas Cowboys Stadium. Team owner Jerry Jones had offered a $25 million site fee, the largest in boxing history, but the promoters took an offer from the MGM Grand, whose terms have not been disclosed.

In addition, Schaefer told ESPN.com that the sides had agreed on an unprecedented penalty if either fighter weighed in heavier than the contract limit of 147 pounds.

"We agreed to $10 million per pound, or fraction thereof," Schaefer said. "That's what the Pacquiao side wanted and we said OK to that. That's unheard of. We have agreed on everything except for this drug testing issue. I have to think Pacquiao is unaware of this. The drug testing had been part of the contract for a while and then they suddenly said no. I was informed of that [Tuesday] morning. Suddenly they changed course and I don't know why."

Pacquiao wanted a huge monetary penalty if Mayweather was overweight because he ignored the contract limit of 144 pounds for his September fight with Juan Manuel Marquez, coming in at 146 pounds and paying a $600,000 penalty for the extra advantage.

As a Pac-Man fan I hope this isn't true. Hopefully, it's merely a misunderstanding because this would seriously taint everything Pac-Man has done.



A friend of mine said that Pac-Man is refusing not because he does steroids or performance enhancers, but that he likes to use recreational drugs. Who knows.
That's a bogus accusation. Why would he agree to blood testing leading up to the fight if he used recreational drugs? Would he quit for a few months leading up to the press conferences/blood testing and then hit the bong hard as he began his final month of training? Also, why would he agree to blood testing immediately after the fight? Its not like any drug that would be in your system at 11pm EST would be out of it at 2am EST. It will be interesting to see if Mayweather's side would be ok with the testing immediately following the fight. I honestly think its just posturing by Mayweather.

Mayweather agreeing to that unreal weigh-in penalty should be further proof of just how badly Floyd wants to get this fight going no matter what...

This fight is the only reason he came out of retirement...he'll end the debate and close the book on whether or not he is truly one of the greatest of all time by dismantling PacMan.

This is what I think will happen as well, but I would love for PacMan to break Mayweather's jaw, and maybe an orbital fracture or two.
 
Pac-Man Willing to Let NFL, NBA, MLB testers do tests

An impasse over the drug-testing protocol to be used in the Manny Pacquiao-Floyd Mayweather welterweight title bout can be overcome if Mayweather agrees to allow the agencies used by the NBA, NFL and MLB to handle testing for boxing's biggest fight, Top Rank's Bob Arum, who promotes Pacquiao, said Wednesday.

"Our suggestion is to utilize any of the independent agencies that work with the National Football League, the National Basketball Association or Major League Baseball, since they administer drug testing for their professional athletes," Arum said.

The fight, which was tentatively scheduled for March 13 at the MGM Grand in Las Vegas, was knocked off track Tuesday over a significant disagreement on drug testing.

Mayweather continues to demand Olympic-style testing, which is conducted by the United States Anti Doping Agency. Its protocol calls for random urine and blood testing throughout the training camps, fight week -- even the day of the fight -- and immediately after the fight. According to Leonard Ellerbe, a Mayweather adviser, that means something like three to five blood tests and 10 to 12 urine tests over an approximately 10-week period.

Mayweather would be subject to the same testing as Pacquiao.

The Nevada State Athletic Commission and other state commissions conduct only postfight urine tests and, in some cases, prefight urine tests.

Floyd Mayweather Sr., the fighter's father, has repeatedly accused Pacquiao of taking illegal substances. Pacquiao, who has risen through seven weight divisions to win titles in a record seven divisions while maintaining his speed and power, denies it. He has also never failed a drug test.

"Manny says, 'I'm not going to let them take my blood whenever they want when I'm getting seriously ready for a fight. They can take all the urine they want,' " Arum said. "My fighter feels uncomfortable with that and feels that would weaken him. I know if I deal with an organization that deals with pro athletes we can agree to the protocol."

Arum said that USADA's testing procedures would not allow it to assure Pacquiao that he would at least not be blood tested during the week of the fight or even on the day of the fight.

"He'll give them blood but he wants to know it will stop at a particular point," Arum said. "He wants the fight. But he's a proud guy. He won't be pushed around by this guy [Mayweather]."

Ellerbe said that if Pacquiao won't submit to random testing, it must mean he has something to hide.

"The reason why they don't want to do that is because obviously there is something to hide," Ellerbe said. "You're not going to dictate to an organization like USADA, which has tested the elite athletes of the world, on how their testing is conducted. Arum is talking about the fighters like they're going to have a blood transfusion. We're talking about a tablespoon of blood. We're taking about a tablespoon. This is the same representation of Manny Pacquiao that says he's superstitious and doesn't like needles and then you look all over his body and he has tattoos. So which one is it? If there's nothing to hide then what is the problem?

"Boxing has an opportunity and a platform with the whole world watching to say we have a clean sport. What better opportunity that with the two top guys in the sport stepping up to make this happen?"

Arum said Pacquiao would submit to three blood tests, even though he would prefer not to have his blood drawn at all.

"Let's be very clear on the real issues we differ on. It's not about being tested," Arum said. "Manny is on board with that since it's such a major concern of Floyd Mayweather Jr. It's about who does the testing and the scheduling of the procedures.

"Manny will submit to as many random urine tests requested," Arum said. "Regarding the blood tests, he will subject himself to three tests -- one given in January during the week the fight is formally announced, one 30 days from the fight, no later than Feb. 13, and the final one immediately following the fight, in Manny's locker room.

"The major issue related to the testing rests with which independent agency will administer these tests," he said. "The United States Anti Doping Agency cannot do it because they will not amend its procedures to accommodate the blood testing schedule we have outlined. USADA, under its guidelines, would have the right to administer random blood tests as many times as they want up to weigh-in day and that is ludicrous.

"If Mayweather Promotions and Golden Boy Promotions are sincere in creating 'a level playing field,' as they stated in their [Monday news] release, our recommendations should put their minds at ease. If not, one has to wonder if their motives are more about leveling the fight."

Arum said that if they use the agencies that administer testing to the American professional sports leagues they could write down a specific set of guidelines, while USADA will conduct testing only one way.

"You gotta understand," Arum said. "I'm dealing with a Filipino fighter who is superstitious and I have to tell him they [uSADA] have the power to come into his dressing room before the fight and take his blood. Any time means any time. They would put nothing in writing as to any kind of schedule. That is ludicrous. Let's bring in the testers from the NBA or the NFL or baseball."

Ellerbe said Mayweather is not interested in anything other than the USADA way of doing things because its way is random.

"We're sticking to what we've been saying," Ellerbe said. "Manny Pacquiao or any of his representatives are not going to dictate random testing. That's the whole point of random testing, so you don't get a chance to study for the test. USADA is the premiere agency for doing this, the gold standard. They're not going to have Top Rank, Mayweather Promotions or Golden Boy Promotions dictate to them. It's pretty simple. Manny Pacquiao can put an end to this whole thing by stepping up to the plate and doing this."

As a Pac-Man fan this still seems fishy to me that he is so afraid of random blood draws. I am not educated regarding PED but the 3 schedule blood draws Jan, Feb, and after the fight seems like a legitimate compromise. How much can you really cycle off in 1 month?
