Devone Bess has 47, Hartline 53. A guy like Andre Johnson has 42. I mention him because general consensus is his LACK of targets has been hurting him, yet he has almost 10 more than Blackmon. So, relative to his team, yes he is being targeted, but as a general player in the NFL, he's not being targeted all that heavily.The targets are there. He is one of the more targeted WR's . I do agree that the history of Big-Eight/Twelve WRs is horrible and I'd like to see that article, sounds interesting but Wright and Gordon could change the bias against Big 12 conference WRs. Also now CU is Pac 12 but the bias against Big 12 WRs goes way back and any insight would be interesting to see.
What?I think the current bias is any player that didn't come out of the SEC has something extra to prove at the next level. Any other conference is looking like Triple A compared to the SEC so for any player that didn't have to face those SEC defenses every week will have something of a stigma attached to them until they can prove otherwise.

If he gets nine targets and catches 4-5 passes he'll likely have gotten the floor of what I'm hoping to receive from him this week to get in all probability (assuming his receptions go for his season average of 9 yards per catch).
