The rules are below. We have 4 openings with one filled already. We will hold the dispersal draft once the other 3 teams are filled.Here is a list of players available with their current contract. If there are no number that player currently does not have a contract. Email me at Footballfreek@cfl.rr.comRule:League Definition1.1 The league will consist of 12 franchises,1.2 The length of the regular season will be 13 weeks.1.3 Weekly league games will be played head-to-head against opposing franchises.1.4 The league will be run on My Fantasy League.com,1.5 The league will consist of two, six team divisions.1.6 Each team will play every other team once, and then two random opponents from within the division.1.7 The league office will consist of one league commissioner and one deputy commissioner. Sean Crittenden is the commissioner and Mike Marsh is the deputy commissioner.1.8 The league commissioner is responsible for conducting league business, arbitrating league disputes, recording all draft information, and compiling the weekly Free Agent pick-up list.1.9 The deputy commissioner is responsible for communicating league concerns and business to the commissioner and intervening in transactions that involve the league commissioner. If the commissioner is out of contact for any length of time, the deputy commissioner will attend any matters requiring timely action.1.10 If an owner wants a major rule addressed (possibly a loop-hole), it needs to be brought to the attention of the commissioner on the message board, with other owners backing it, and action will then be taken by the commissioner if necessary.1.11 The league commissioner will make minor rule changes if necessary.1.12 League off-season votes require 8 owners to pass.1.13 In-season votes, though very discouraged, require all owners to pass.1.14 Votes will be conducted by e-mail or on the message board. Non-returned ballots are not factored into the returns. Off-season votes are due within 7 days. In-season votes are due within 24 hours of the time sent.1.15 There are certain situations where some leniency is needed or a rule does not address an issue specifically. In these situations, the commissioner will have the final say on the rule or rules in question.Franchise Ownership2.1 The cost to own a franchise and participate in the draft is $100.00. 100% of fees (minus cost of MFL.com) will be paid out. Payment will be required before the rookie draft.2.2 An owner may only own one franchise.2.3 Owners can name their franchise whatever they choose. The name of the franchise is due when payment is mailed out.2.4 If an owner chooses to leave the league or is not heard from for two consecutive weeks during the season, a replacement owner will be sought.2.5 Priority will be given to replacements that current owners know.2.7 Absent extreme circumstances, such as a medical emergency, no refunds of league fees will be given out. Paying league fees implies a commitment to run the team for the full season.Freek Dollars3.1 Freek Dollars are the official currency of the Dynasty Freeks.3.2 Freek Dollars are used to bid on Free Agents and may also be used in trade situations. You may only trade the amount that is current in your account.3.3 FDs not used during the season are carried over to the following season.3.4 Each team will be awarded 500 FDs before the rookie draft each season thereafter. The 500 FDs will be given the day after RFA bidding ends.3.5 FDs are the sole manner to pick up free-agents during the season or the off-season RFA.3.6 The deputy commissioner will keep the account of all owners FDs left.The Rookie Draft5.1 The Dynasty Freeks II rookie draft will take place one week after the conclusion of the RFA period. according to owner availability.5.2 The draft will proceed in reverse order based on the previous season finish, with record being the first determination followed by least amount of points, with the following exception: The Superbowl champion will pick last in each round, with the runner-up picking second to last.5.3 The draft will be standard format and not serpentine.5.4 The draft will last 5 rounds.5.5 Rookies and non-rostered vets will be eligible to be drafted. A rookie is a player that the NFL teams were allowed to draft in the current year's regular NFL draft. All other players that may seem like rookies (supplemental draftees, CFL players joining the NFL for the first time, etc.) may be acquired during regular free agency.5.6 Trading of draft selections is permitted prior to or during the draft. Teams may trade picks from the current draft and the next immediate future draft only.5.7 The draft will be conducted on the league website.5.8 Each team will have 24 hours to make their draft selection. Pre-drafting is available on MFL.5.9 If an owner fails to submit a draft pick within his/her allocated time, the commissioner will contact the owner and if no action is taken in a timely manner, the pick will be forfeited.5.10 If an owner fails to submit a draft pick for a second time, that owner will be replaced, barring extreme circumstances.5.11 If an owner withdraws from the league during the draft, the draft will stop till a new owner is found and begin when the new owner is selected without penalizing the new team.Rosters6.1 Each franchise will maintain an in-season active roster with a maximum of 20 players, and a minimum of enough at each position to field a full line-up. Each franchise will have 5 rookie taxi squad spots and 2 development squad.6.2 It is the owners' decision on how many players to carry at each position.6.3 During the off-season, there will not be a roster size limitation. Your rookies will not count against your player roster limit. You must have your roster cut down to an in-season maximum of 20 players by approximately 7-14 days prior to the first game of the season. Also at the same time you must announce the contract allocated to each of those players. The exact date will be determined by the commish.Rookie Taxi Squad/ Development Squad7.1 Each franchise will be allocated a Rookie Taxi Squad/development squad.7.2 The RTS/DS may contain up to 7 players. 5 rookies and 2 development squad players. There is no limit on the number of rookies that can be on your taxi squad during the off-season.7.3 Contracts are not allocated to rookies players until they are moved to the active roster. Once a rookie is placed on the active roster he must remain on the active roster unless the player is dropped. 7.4 The deadline for announcing RTS/DS players will be approximately 7-14 days prior to the first NFL game.7.5 Rookies on the RTS are not eligible to start a game until they are moved onto the active roster.7.6 Rookies that are moved from the RTS to an active roster must immediately be given a contract and are now available to be in the weekly line-up.7.7 If a rookie or 2nd year player is picked up in either rfa or off of waivers (not through trade), they may be placed on the rookie/taxi squad, even if they were previously given a contract.7.8 FAs may be placed directly onto the RTS providing they meet all the requirements of those squads.7.9 RTS players that are accidentally submitted into a starting line-up will be removed and that team will get 0 points from that position.7.10 The RTS/DS concludes at the end of the playoffs. After the year is concluded all rookies must be placed on either the active roster, the DS or released. You must announce your off-season roster by February 1st. An email will be sent to all owners as a reminder.7.11 Players may spend just one year on the RTS and one year on the DS. After the two years the player must go on the active roster or released.Weekly Line-Ups8.1 Each franchise may start up to 10 players each week.8.2 The starting lineup will consist of 1 QB, 2 RBs, 3 WRs, 1 TE, 1 K, 1 Def, and 1 flex (WR/RB/TE)8.3 The deadline for naming starters is set by MFL rules, but generally a player is locked approximately 5 minutes before kick-off.8.4 On Thursday night games, only those players in that night's game must be submitted. The rest of the lineup will not be due until approximately 5 minutes prior to that weekend's first game.8.5 If no starters are named, the previous week's starters will be used (regardless if the players are active that week or not). If a franchise has a player in a Thursday/Saturday game and does not start him, that player will NOT be started even if he was started the week before. If no lineup is submitted in this instance, the commisioner will determine the starting lineup by posting on the message board before the games begin.8.6 If an owner does not submit a starting lineup in the playoffs, the commish will not play your lineup and you will forfeit your game.8.7 Players can only be inserted into a starting line-up at a position for which they are listed on their NFL teams depth chart. The official source for player positions will be NFL.com.Player Contracts9.1 Each franchise has a contract cap of 52 years, which cannot be exceeded. ****This will be reduced to 48 years at the beginning of the 2013 season****9.2 A player contract is the number of years that the player can remain on your roster without becoming a Restricted Free Agent. The Maximum years is 4 and the least amount is 1 year.9.3 The deadline for announcing the length of player contracts will be approximately 7-14 days prior to the start of the season. 9.4 Contract years conclude on January 15th.9.5 All players who had only one year remaining on their contracts before January 15 become Restricted Free Agents (RFA).9.6 All players who have multiple contract years remaining before January 15 will be reduced by one contract year.9.7 Free agents acquired during the season must immediately be signed to a contract or placed on the rookie squad, or on the D.S. as applicable.9.8 On final cut-down day, 7-14 days before the first game, each owner must post a message on the message board listing: each player on the final roster and the number of contract years attached to that player (if no previous contract was already in place).9.9 Any trades must keep both teams under the cap. Any trade that does not meet cap requirements will be overturned.9.10 If a player is picked up in free agency and assigned a contract that exceeds the cap, the contract will automatically be reduced to meet the 52 year cap.9.11 When a player is waived you will be charged $10 F.D. for each year left on the contract minus the 1st year. Example: Dan Marino is on your roster and has a 3 yr contract. When you release him you will be charged $20 F. D.Trading10.1 Trades between teams are unlimited.10.2 The trading deadline is the start of the week 11 Sunday 1:00 pm est NFL games..10.3 A player in a current starting line-up may not be traded until the Monday night game of that week concludes.10.4 Every player traded carries his contract with him, including the current year.10.5 Traded players contracts will be counted against the total years available to his NEW team and removed from his prior team.10.6 Any exchange of players between teams cannot leave either team with more than 52 total contract years for all players or exceed the maximum 20 in-season man roster.10.7 If any trade violates rule 10.6, the commissioner will delay the trade until such time as the affected teams can make room under the contract/roster cap.10.8 A team may only trade FDs that he currently has; you cannot trade FDs that you are going to receive next season.10.9 Trades that involve draft picks from a future year must be accompanied by both teams league fees for that same year. You may only trade the next year draft picks.10.10 The Dynasty Freeks trading period resumes the day after our superbowl.Free Agency (FA) / Waivers11.1 Any player that is on an NFL roster, but not on a Freeks roster or Rookie Taxi Squad or on the Development squad is considered a Free Agent.11.2 FA ends when the week 16 Sunday games begin.11.3 FA will resume with once a month bidding process starting in June. It will be conducted around the first Wednesday of every month. Once the season begins the bidding process will be as stated in rule 11.8.11.4 Freek Dollars are used to bid on free agents.11.5 The minimum FA bid is 1fd.11.6 Teams may only bid up to the amount of Freek Dollars they have available.11.7 Bids must be in whole number increments.11.8 Blind Bidding will occur Thursday at 12:00am. Any tie will be a re-bid between the owners who tied. A player must have been available all along or waived by midnight on Tuesday, to be eligible for the blind bidding process that goes through on Wednesday night. A player that is dropped after the beginning of Sunday's games, can not be picked back up by the same owner until after the next free-agency/waiver period has passed. Any player that is waived after midnight on Tuesday, or during the blind bidding process is not eligible for FCFS and will be available during the very next blind bidding process. Any player that was available for blind bidding but a bid was not placed is available to be claimed via FCFS at a cost of $1. The FCFS process will occur between Thursday 12:15am and Sunday 1:00pm est. Any player that plays in a Thursday or Saturday game will not be available until the next blind bidding process. Any player picked up and then dropped "during" the fcfs portion of the waiver week, can be picked up again, by any team, other than the one that has already done so.11.9 Bids for FA's must be submitted through the league site.11.10 During the season, bids must contain all of the following: the name of the free agent(s) you want to acquire, the amount bid for that player, a conditional release notice indicating the player you will waive to make room for the new player, and how many contracts years the player is to be awarded.11.11 During the blind bidding, if more than one team requests the same player, the team submitting the highest bid will acquire that player.11.12 FA pick-ups must immediately be signed to a contract during the season, or be placed on the rookie/ds squad.11.13 There will be no limit of FA/waiver pick-ups per franchise per week. You must not exceed the roster size of 20 or exceed the 52 year contract limit.Restricted Free Agents (RFA)13.1 Once a player's contract expires, he becomes a Restricted Free Agent. You may not drop a RFA once the regular season is over. I will place the RFA on the IR to show them as deactive, however, at he end of the restricted free agency period you may place any player that did not receive a bid on your off-season roster or release them into FA.13.2 RFA bidding begins around May 1st and closes around May 30 or when no more opening bids are placed in a 48 hour period . No new player may be placed up for bid after May 30; "bids in process" may continue beyond May 30 until a final offer is reached for a player.13.3 All RFA bids are made on the message board and each bid must include the player's name and the amount bid.13.4 Bidding has to be started at and upped by at least $10 unless your balance is less than or would be less than $10 with current outstanding bids, in which case you would then have to bid your full balance.13.5 Owners may not raise their own high bids.13.6 Once a bid is posted on a player, other interested owners have 24 hours to increase the bid. 13.7 Any owner may join the bidding process within the 24-hour period of the last bid.13.8 A players' bids will be closed after 24 hours has passed with no new bids.13.9 When a player has not had a bid in a 24 hour period the time that is with the last bid will be the time stamp in which the current owner will have 24 hrs to match or let that player go to the high bidder.13.10 Owners may drop out of the bidding process for any individual player at any time unless they have the high bid. They may re-enter the process as long as bidding remains active for the player in question.13.11 Owners who place bids must have enough fds available to cover all outstanding high bids.13.12 If an owner overbids their budget at any time, that owner's most recent bid(s) that put him over his fds will be removed.13.13 After the RFA signing period, any players that did not receive bids will remain on the current team's roster at no cost. A new contract can then be allocated to that player when contract allocation is required.Play-Offs15.1 The Dynasty Freeks play-offs begin on week fourteen (14) of the NFL season.15.2 The play-offs conclude on week sixteen (16) with the Super Bowl and Toilet Bowl.15.3 Six teams advance to the post-season. The 2 division winners and 4 wildcard teams. The wildcard teams can come from the same division.15.4 Week 14 will consist of the Wildcard Games: The 2 divisions winners receive a bye, seed 3 will play seed 6 and seed 4 will play seed 5.15.5 Week 15 is the Semi-Finals: seed 1 (The division winner with the best record) vs lowest seed remaining. Seed 2 will play the other team that advanced.15.6 The Dynasty Freeks tie-breaking system for play-off qualification and seeding is as follows. Teams will first be sorted within their division by the criteria below and the two division winners will always be the top 2 seeds.1. The wildcards will be first with best record.2. Total Overall Points3. Head to Head match-upsPayouts/Payments16.11st - $5002nd - $2503rd - $110Weekly - $20 ($260)Misc.17.1 All franchises will submit the best lineups from their active roster, as they see them at all times, even if they think it does not benefit their team to win. NO LOSING ON PURPOSE.17.2 Any loopholes in the rules are accidents, not opportunities. If a rule seems to have a loophole, it should be brought to the league's attention to be closed/fixed, not exploited before anybody else finds out about it.17.3 If concern is expressed from several owners about a lack of response and inactivity from a particular franchise and at least the minimum requirements (submitting proper line-ups on time with bye weeks covered, a somewhat timely response to offers from owners, and at least a minimal response to message board topics that need league-wide response), then the commissioner will reserve the right to possibly replace said owner. For example: If Faulk has 89 yards rushing and 69 yards receiving he will be awarded 8.9 points for rushing and 6.9 points for receiving for a total of 15.8 points. This is to reward everyone to their fullest and to avoid ties.

Still 1 more needed. We had some inactive owners, so they are being replaced by people with a pulse. It is a league you should want to join. We ARE looking for 12 month a year types. They are hard to come by, but we're getting close. If that's you, come join!
