It will be on the tools page. It usually comes out as the season starts. The boys are most likely busy updating Draft Dominator and other tools for the Drafts.

Trade within DD. Right click on the player you want to deal, and move him to another team, and vice versa.Then, compare total team strength and starters only in the team strengths tab before and after to get a good gauge.
