Need 5 more owners for NEW league - contract dynasty IDP.

League is called Black and Blue IDP Dynasty II which replicates the original BBIDP from few years ago.

We will vote on startup draft being one combined rookie/vet or separate.
Subsquent years will have RFA auction, Vet Draft, and Rook Draft.
