I think mostly. There are some co-op missions that can be played offline but there isn't a campaign.

You know that Star Wars: Battlefront has always been online only, right? This isn't really anything new.
I can't imagine voluntarily wanting to play a game like that with bots. Adding bots into Team Fortress Classic matches was the beginning of the end for that community. No one wanted to play on a server with bots and the servers never filled. Effectively killed the game.
