marijuana winning big at the polls. CO/MASS/wash pass (1 Viewer)

The Missouri House just voted 112-44 in favor of a medical marijuana bill. The Senate only has until the end of the month to approve as well, though, and even then it has to be signed by a Governor with a lot of problems currently on his plate. 

On the other hand, there appear to be three competing ballot initiatives for medical in November. 

Missouri, huh. Without looking it up, I would estimate that something like 60% of the state resides in the metro areas of St. Louis, KC or Springfield, but I bet those metro areas are generally slightly more conservative than other big cities in the country.

 
Ever since Maine voters approved a ballot initiative in 2016 to legalize cannabis, Gov. Paul LePage had been blocking a bill designed to set up a regulatory structure for retail sales. Yesterday, the state legislature overrode his veto (two-thirds needed, 109-39 in the House, 28-6 in the Senate  :lmao: ) and the state is estimating that licensed stores will be opening spring of next year.

Good for the Maine legislature. LePage is a piece of work and the poster boy for instant runoff elections.

 
Louisiana expected to vote today on adding "intractable pain" and PTSD (as well as Parkinson's and glaucoma) to the list of maladies medical marijuana will be available when the program is up and running later this year.  

The law doesn't allow smoking/vaping marijuana, but it does allow extracts, tinctures, oils, etc.

"Intractable pain" is defined per statute as 

a pain state in which the cause of the pain cannot be removed or otherwise treated with the consent of the patient and which, in the generally accepted course of medical practice, no relief or cure of the cause of the pain is possible, or none has been found after reasonable efforts. It is pain so chronic and severe as to otherwise warrant an opiate prescription.

WASHINGTON, D.C.  U.S. Senator Kamala Harris (D-CA) today became the fourth U.S. senator to cosponsor Senator Cory Booker’s (D-NJ) landmark bill to end the federal prohibition on marijuana. The Marijuana Justice Act would remove marijuana from the list of controlled substances, making it legal at the federal level. Harris announced her support of the bill in a video.

“Right now in this country people are being arrested, being prosecuted, and end up spending time in jail or prison all because of their use of a drug that otherwise should be considered legal,” Senator Harris said. “Making marijuana legal at the federal level is the smart thing to do, it’s the right thing to do. I know this as a former prosecutor and I know it as a senator.” 

In addition to removing marijuana from the list of controlled substances, the bill would incentivize states through federal funds to change their marijuana laws if those laws were shown to have a disproportionate effect on low-income individuals and/or people of color. The bill is retroactive and would apply to those already serving time behind bars for marijuana-related offenses, providing for a judge’s review of marijuana sentences.

Specifically, the Marijuana Justice Act will:

Remove marijuana from the list of controlled substances, making it legal at the federal level;

Incentivize states through federal funds to change their marijuana laws if marijuana in the state is illegal and the state disproportionately arrests or incarcerates low-income individuals or people of color for marijuana-related offenses;

Automatically expunge federal marijuana use and possession crimes;

Allow an individual currently serving time in federal prison for marijuana use or possession crimes to petition a court for a resentencing;

Create a community reinvestment fund to reinvest in communities most impacted by the failed War on Drugs and allow those funds to be invested in the following programs:

Job training;

Reentry services;

Expenses related to the expungement of convictions;

Public libraries;

Community centers;

Programs and opportunities dedicated to youth; and

Health education

 
I posted this in the California thread, but I'll add it here too... California is the latest example of a government failing when trying to legalize something with a primary selling point of making money off of it.  It's just dumb.

Check the other states' history when rolling out cannabis.  It takes time.  You're talking about a product that needs to be regulated like the combination of alcohol and produce with added touch of it being federally illegal.  Yes, there are issues with California.  The taxes are too high and markets like LA aren't getting licenses approved fast enough.  

 
Who needs a loan to start a pot shop.  That would be like giving a loan to start a casino 
How about a cultivation?  How about a distribution company? How about an extraction and manufacturing business? How about an edibles bakery?

i take you don’t know much about the industry.

Back to Michigan for a moment, the Senate leader says he's got the votes for a pre-emptive legalization bill, meant in part to squelch the pending ballot initiative and head off a surge of young Democratic-leaning voters in November. House leader says it won't pass there, though. I think the deadline for getting something done legislatively is this Tuesday, bears watching. Michigan falling would be big.

I got another yes vote yesterday. An old timer at my local brewery was going to vote no but I convinced him otherwise. He’s a hardcore conservative and big time law and order guy but I sold him on personal liberty.

A suspicion brewing among legalization supporters is that any legislation passed is a lot more tenuous to survive than a successful ballot initiative, and that a Republican legislature, needing only a majority vote, would take the earliest opportunity to stifle an open Colorado-style market. Whereas a passed popular vote would require a three-quarters vote to overturn, which is less and less likely to happen as cannabis moves into the mainstream. Your state is the most interesting battleground for the issue at this point in time.

And people really need to see the incredible and wide range of diseases and causes cannabis is helping to cure or alleviate. It truly is an amazing plant.  I’m lucky to get to meet with the growers and science labs that create the extracts and understand the science behind all of the caanabinoids and terpenes.

I just learned that your House speaker, who is running for state AG in November and who was opposed to the Senate's plan to legalize it and head off the ballot initiative, believes that the prohibitionists can defeat the referendum. Current polls show 60% support. If they do indeed remember to vote. If they turn out, it could be bad news on a couple of fronts for Mr. Speaker.

There's a lot not to like about Trump, but I'm pretty pleased if he finally gets this going. Big step in the right direction.

Would be pretty significant if New York legalizes, just because of the population size. Gotta be a tipping point somewhere for the federal government to finally take some steps in the right direction.
New York and Michigan combine for close to 10% of the country's population. That would have an enormous effect on the rest of the region.

 
Michigan is also immediately adjacent to Canada, whose Parliament just made legalization official yesterday. Probable start up date in September. Eight grams and four plants allowable personally plus licensed retail dispensaries a la Colorado.

They pushed the date to Oct. 17 and there will be different models in every province in terms of dispensaries (some will be more independent, some fully government run) but yeah it's going to be legal nationwide for recreational use :thumbup:

 
More Canada: the legal age will be 18 instead of 21, private dispensaries will have full access to banking and customers will be able to order online and get mail delivery of the product (proof of age required upon receipt, packages won't be left on the doorstep).
