Website for Season-Long Salary Cap Best Ball (1 Viewer)

Does anyone know of a website where it's possible to setup a league that allows each owner to select a team based strictly on a salary cap and not a draft?  Something like the FBG Insiders Contest?  I'd really like to have a private league in which everyone can select any players they want as long as they fit within the salary cap.  Ideally I'd like to make it best ball as well, like an MFL 10.

It doesn't seem like this is possible on MFL.  

This sounds interesting to me as well.

I have not seen one like this before though. I suppose you could use a source(like the FBG values) and the commish could enter in the teams manually.
