League requirements are start 3 WR/TE, start 2RB.

Pts = +1 at 60, 80 and 100, +1 each addl 15 yards, and .5 ppr.

Is WR Rishard Mattews TEN for RB Jeremy Hill CIN a fair offer?

Probably a fair offer but I have no idea if it makes sense without knowing the rosters.  In a vacuum I would probably rather have Hill but that is because there are probably more WR's on the waiver closer to Matthews than RB's close to Hill.

Same as above.. without knowing your other RB's and WR's, its hard to say..

Depends on the team's strengths and weaknesses.  If the Hill owner is strong at RB and weak at WR while the Mathews owner is strong at WR but weak at RB it's a win-win for both.

But yes, it is a reasonable trade for two teams in the situation I described above.
