The league has been setup on MFL, but with MFL just opening up today, it's a work in progress, but pretty much done. I've Commissioned league's for 20 years, so trying to cover all the startup scenarios. As a startup, also hoping to get some owner input, within reason.
The core of the league will be owners who have played in other formats over the last few years, some longer.
Here is the outline for the league:
LOSER KEEPS BIEBER FFL
Superflex
Each owner is required to draft a starting lineup of 1-QB, 2-RBs, 2-WRs, 1-TE, 1-D/ST, 1-K, and 2 Flex (1-Flex is QB/RB/WR/TE, 2-Flex is RB/WR/TE). QB can be used as a Flex, but only for 1 Flex position. The 2nd Flex can be RB, WR or TE.
For Superflex startup draft, teams can draft a maximum of three (3) QBs but may go over 3 QBs rostered via trade/free agency. League does not have limitations on QBs drafted or rostered after startup

* 27 - round serpentine draft - Startup
* 5 Season Ending IR/OUT Spots - Regular Season Only
* Off-season voting will occur in January-February
* Scoring/Settings changes which impact teams will be reviewed, commissioners will decide on vote or best interests of league.
* Off-season Rosters are expanded to 30 - when MFL NEW SEASON becomes available.
* Year 2 and Beyond - 4 Round Rookie/Vet Draft
* 4 Round Rookie/Vet Draft will begin 1 month after NFL Draft
* Rosters will be reset to 27 - 1 week after 4 Round Rookie/Vet Draft
* Off-season Weekly Blind Bidding will begin Friday after draft completes.
* 13-week regular season based on W-L
* 6 teams advance to playoffs
* Week 14-16 playoffs
* Weekly team management
* Waivers: $100 Blind Bidding($ .10 increments)
* Off-season Waivers: Blind Bidding - Once a week
* Regular Season Waivers: Blind Bidding - 1st day, FCFS - rest of week.
* Dropped players are available immediately
* Entry fees starting at $60 per team($40 for 2017 and $20 deposit for 2018)
* League fees due when MFL NEW SEASON becomes available.
* Trades approved by Commish
* Draft picks can be traded
* Blind bidding dollars can be traded
* Rookie picks will be made available at beginning of MFL YEAR
* Max 2 years of draft picks will be viewable - Current year + Next Year
Scoring
* Scoring is fractional (meaning 4 yards rushing = .4 points, 1 yard passing = .04 points, etc)
* Passing:
* 4 point passing TD,
* 1 point for 25 yards passing (.04/per),
* 1 point per 2 point conversions
* Interceptions are -2 points.
* QB sacked are -1 points
* Fumbles are -1 point
* Rushing:
* 6 point rushing TD,
* 1 point for 10 yards rushing (.1/per),
* 2 points for 2 point conversions
* .25 points per attempt
* Fumbles are -1 point
* Receiving:
* 6 point receiving TD,
* 1 point for 10 yards receiving (.01/per),
* 2 points for 2 point conversions,
* point per reception.
* TE get an extra .25 points per reception
* Fumbles are -1 point
* Returns:
* 6 point for any return TD
* 6 points if your player recovers a ball in the endzone for a TD
* Defense - standard D
* Kickers - standard K

Should circumstances, issues, or problems arise for which a remedy is not stated in the Rules... the Commissioner reserves the right to take whatever actions he deems necessary in the best interest of the league. He may consult with some or all other owners and/or possibly take a vote.
