my thought is wood head, a younger TE to pair with Walker, then Eli to pair with Dak

 
Lockett/2.4 is where I'd go. Who knows who may fall to 2.4, and Lockett remains a high upside ticket. Some of those other guys will get back around to you. Not big on Smallwood (lol) but wide open depth chart, he should get opportunity anyway. 

 
I agree that 2.4 is probably the best asset at this point.  Most of the other guys you have listed are just guys.  I wouldn't mess with any of the RB's at this point.  Out of the WR's I actually probably like Gabriel or Beasley (since its PPR).  It would have been Lockett but that gruesome leg injury knocks him down a peg or two.  The TE's are blah so I wouldn't worry about those and you will be able to get any of those QB's later.
