I am starting a league that seems to fit what you are looking for.  I have 2 spots left for sure, plus 2 more maybe's.  Will draft as soon as full.  

12-team Keeper League Startup.  $60 per season, paid one season in advance. ($120 due upon start-up).  League Safe used for handling of funds.  40-man rosters plus Taxi Squad.  Full rosters including 11 IDP weekly starters.  PPR scoring.
