I lost Garcon for the yr and need to find someone on a limited waiver wire. Do any of these 2 receivers have any upside going forward? If so? Who would you select? 

 
Samuel would be my pick.  I was in a similar situation in a 14 team league, just lost Garcon and there is nothing on the wire.  I went with Samuel
