Was he forgetting how to talk during that penalty call?  Sounded like a 2nd grader trying to read cue cards...

 
Flacco killing his team's chances of winning as usual. It's no coincidence the games where Collins gets alot of work and Flacco is minimized they do well. It's like clockwork.

Errr... yes you can. As long as you're making a play on the ball. Defender has the same right to the ball in the air the WR has .
Actions that constitute defensive pass interference include but are not limited to: 

(a) Contact by a defender who is not playing the ball and such contact restricts the receiver’s opportunity to make the catch. 

(b) Playing through the back of a receiver in an attempt to make a play on the ball.

First, he didn't go through his back. Second, that is the rule but I can tell you for a fact b) is rarely called. That's why refs debated it for so long, I bet you anything they called the grab before the leap as PI.
