When it comes to pitching, starting pitching is more important than anything else in this game. (At least making sure you have enough quality innings to fill out a rotation) As for what to focus on, things this WHIP, .OAV, BB/9, K/9 and a low HR/9 rate are important.

Offense is generally amplified - IN THIS FORMAT - and the key aspect of at least being competitive is drafting enough IP's (you need 1,300+ if you really know what you are doing, but aim for 1,500 usable innings, if at all possible). 

Also, defensive stats are a little tricky, because items like Range are tabulated on a per game, not per inning basis - the result is an awesome defensive replacement who only averages 2 innings played in the games they do play, will not likely be treated well by the sim.

All pitchers are "graded" by the same metrics - I'd recommend you go to wis.com and sign up for one of their free leagues and you'll at least get some idea of what to expect and you can see the stats they use - but it's basically the raw stats that are most imp.

The way the sim works, as I understand it, is:

A pitch is made, and is judged by the stats of the pitcher vs. those of the batter:

1. Is it a ball or strike?

2. Does the player swing?

3. If no, see #1

4. If yes, do they make contact.

5. If they make contact, where does it go (groundball/fly, and to which position, or is it a HR)

6. That then ties into the defensive metric of where it's hit.

Not sure what you mean by "ratios", exactly. But yeah, loads of middle relievers are picked. Pretty much all of the ones who'll make Opening Day rosters, for sure.

Relievers are relievers in the sim.  There's no value in accumulating SV. 

If there are two hypothetical RPs with similar WHIP, K/9, HR/9, etc., a set-up man with 70 real-life IP will be more valuable than a comparable closer with only 50 IP.

The sim bases in-game fatigue on real-life IP/G.  So a swing man who averaged 3 IP/G can be a very valuable asset.  LOOGYs who averaged <1 IP/G are only good for about 10 pitches.

We are going lowest to highest, right? So if someone rolled a 1 they would go first. If someone rolled a1000 they would pick last, correct?

Oh good question, never thought about that.  We could either say if you draft him you get both his hitter and pitcher players that eventually come out (assuming WIS separates them), or we could draft him as a hitter and pitcher separately.  I'd vote for option 1; he's like a super player.
