I think the cop maybe only had a taser... he tased him a moment later.

Agreed that by his actions he definitely could have expected deadly force to be used.

And how did she drop down, hit the shelving unit (hard) and just get up and walk away? 

The morning show on a local radio station was analyzing the clip like it was the Zapruder film. They were losing it when they realized she blew a shoe when she fell through the ceiling.

Turns out youtube has slow motion.

I think that shelving unit saved her from a broken neck.
