I have two teams open on a FREE Yahoo Dynasty League that has been around for many years that fits your criteria. Once we find two replacement owners, we will conduct our 3 round Rookie/FA draft. One squad has the 1.02 pick & the other has 1.05 pick. We start 1QB, 2RB, 2WR, 1TE, 1FLEX, 1K & 1 DEF. If interested, please send me your e-mail since YAHOO doesn't copy so well.

We are using LeagueSafe to manage the money. 

Every 3rd year we will have a "super pool" payout for the top 2 teams. Makes for building a team for now and in the future more attractive as there will be a larger pot. 

This is going to be an awesome league with great longevity.
