Good pass catcher I believe. Could probably add some weight but he's got moves. Expected him to declare. There are gonna be a lot of WR and RBS that are all close together in ability. Location will decides these guys value.

 
Love this guy. Not sure if he’s top 5 but definitely top 10 running back.

Oklahoma State junior RB Justice Hill has declared for the 2019 NFL Draft.

Hill made the announcement on his Twitter account, and he won't play in the team's bowl game against Missouri in the Liberty Bowl. After rushing for 1,467 yards and 15 touchdowns as a sophomore, Hill (5'10/190) didn't come close to replicating that success in 2018, but some of that was injury related, and the Cowboys had to throw a lot to make up for their porous defense. Hill is currently viewed as Day 3 talent, but if he tests well, he could see that stock rise.

Oklahoma State RB Justice Hill ran the 40-yard dash in an unofficial 4.40 seconds at the NFL Scouting Combine.

Hill (5'10/198) has been the clear standout in the 40 with running back dashes still ongoing, with the majority placing times in the 4.5's and 4.6's. The Oklahoma State standout entered the testing weekend one of the favorites to post the best sprint out of the running backs group. So far so good. As NFL.com's Daniel Jeremiah has phrased it, Hill has "JUICE." Encouraging start to the combine for the Cowboys product.

Oklahoma State RB Justice Hill was forced to bow out of combine drills on Friday due to a hamstring injury.

While it's unfortunate that Hill saw his day cut shot -- he told NFL Network's Kim Jones that he injured the hammy during his second run in the 40-yard dash -- the 5-foot-10, 198-pounder has already made his money on Friday. That's thanks to a 40-yard dash of 4.40 seconds, tops among all running backs. Darrell Henderson had turned in an unofficial time of 4.36 seconds, but that has since been adjusted upward to 4.49 seconds (don't ask us how). In addition to his impressive sprint, Hill additionally posted jumps of 40 inches (vertical) and 130 inches (broad) prior to his injury sidelining. We'll monitor his health over the coming days to see on his pro day availability, but even if Hill does not run another test this spring, he has already caused plenty of eyes to pop with his truncated showing on Friday.

I'd say his biggest flaw is he doesn't have patience to press a hole to set up the defense. If he somehow starts doing that he could be very good.

 
Interesting GB is called out as a good landing spot. I am at the point where I see GB taking a RB in the first 3 rounds, so this is very possible. 

Hill is a conundrum to me... He would be in the rb1 conversation had he not lost carries last year to others... 

Hes a guy I'm not going to decide on until I see where he is and how hes likely to be used 
He's too small for such an early pick from the Packers' perspective imo. They need bigger backs to pound the rock in December and January, Hill would only be a 3rd down/CoP back and I don't see them investing the day two pick that it would probably take to get Hill. I see the Packers going after maybe a wide receiver or a TE, and then I think they will go defense.  LBs and DBs are a need.  They could even use another DL or OL or two.  I doubt they hit RB again.  If they get a RB, it will be very late.  6th or 7th round flyer.

I agree that the positions you mentioned (add FS to that list as well) are bigger needs and should be adressed earlier, especially given how the talent shakes out this draft. But they clearly need a replacement for Montgomery and if Hill is BPA at some point, why not? Especially if they pick up another late pick or two on the first two days.

Remember that Montgomery was converted from a WR out of necessity.  I think they found their RB in Aaron Jones.  They may look for help. but I am guessing they will look elsewhere in the draft.   

 
Fantasy Lab's Adam Levitan notes that Oklahoma State RB Justice Hill meets 5-of-6 minimum thresholds for fantasy success.

Hill (5'10/198) misses the weight threshold by a mere two pounds, but he more than checks the rest of the boxes. At the NFL Scouting Combine, Hill made noise by running the 40-yard dash in 4.40 seconds while also showing explosion in both the vertical (40) and broad (130) jumps. On top of the athleticism, Hill has a ton of production with three-straight 900-yard seasons. His entire analytical profile is promising, but if he isn't drafted in the top 100 picks, expectations need to be lowered.

NFL Media's Daniel Jeremiah reports that most teams have Oklahoma State RB Justice Hill in the Round 3 range.

Hill (5'10/198) is one of the most explosive backs in the class with 4.40-speed and a vertical jump of 40 inches, but he also was very productive early on in his career at Oklahoma State. In fact, Hill started ahead of current Seattle Seahawks running back Chris Carson at 18 years old. Hill's biggest red flag is his 198-pound frame, but he does have the profile of an intriguing committee back.

He is one of the more exciting backs in the draft. Low floor due to his size but he's got low end RB1 ceiling if he lands in an offense that knows how to use him right- think Kamara (not that good, just mean explosive play ability at a small size)

ETA: I just watched some more highlights and f-it, this guy is as close to a draft class can provide to another Kamara, I am way in.

NFL Media's Lance Zierlein compared Oklahoma State RB Justice Hill to Broncos RB Phillip Lindsay.

Zierlein describes Hill (5'10/198) as an "undersized but excitable runner with a go-go tempo." Hill excelled at the NFL Scouting Combine by turning in an 88th percentile SPARQ athletic composite score. Zierlein isn't confident in Hill's ability to be a third down pass-catcher meaning he may have a limited role on an NFL squad. He'll likely be a Day 2 selection and Zierlein projects him to be selected in Rounds 3-4.

I think it is awesome that someone decided to compare a player to Lindsay. The more that happens the more the stigma for smaller RB being starters will go away.

I don't think he is as good as Linday running between the tackles. 

 
It's the next lazy comparison for any smaller rb. 

Lindsay and Hill have very different skill sets, which the second half of the blurb points out. What got me to start the Lindsay thread in the first place was his pass catching abilities and potential to be a 3rd down rb. Hill doesnt have that

Hill had 31 catches in 2017, seems like he has some potential there? Also I sill don’t get why the Broncos never used Lindsay in the passing game.

Yeah. The potential is there for sure, I just dont understand the comparison aside from being smaller and fast. 

I have no idea why Denver did half of what they did.

He didn't catch the ball much as this isn't something they really ask their RBs to do. He did line up as a slot receiver at times but I mostly saw him blocking as his assignment when he did.

His production as a receiver isn't very good, but as you mention the 31 receptions in 2017 is at least a sign that he can catch the ball.

Looking at his cut ups its a rare opportunity for him to get a target as a receiver. There are a few on this clip from 2017 the first one is meant to be a shovel pass to Hill behind the LOS but the defender has sniffed it out and Hill has to improvise a bit running around his blocker to the other side so the QB can get the ball to him. He is able to get some yards after the catch, but the extra time it took to just get him the ball allowed the defense to close in on the play.

The play you want to see is at the 1:18 mark of the above clip. A middle screen where they use some deception but release 3 linemen into the secondary to block for Hill. After briefly looking like Hill is trying to block he slips out with good timing with his linemen, catches the ball with his hands and turns quickly upfield, uses his blocking to cut back to the inside and makes a good play. 

There is another one for a TD later on in the clip that looks more like a broken play to me than anything else. Hill sits down in the soft spot of the zone and the QB gets the ball to him. Has a defender near who wasn't ale to make the play.

I was reading this article about the Bears being interested in Hill and I guess his favorite RB are LT and CMC.

That makes me feel good about his role in the NFL. The Bears seem like an odd spot though. Cohen and him make for a small pair of backs. 

 
Ravens selected Oklahoma State RB Justice Hill with the No. 113 overall pick in the 2019 NFL Draft.

Hill (5’10/198) operated as the Cowboys’ lead runner in all three seasons before turning pro, amassing a career 632/3,539/30 (5.6 YPC) rushing line and 49/304/1 (6.2 YPR) receiving. Perhaps most impressively, Hill held off Seahawks starter Chris Carson for feature back duties as a true freshman in 2016. Hill’s stock rose when he posted the No. 2 SPARQ score among running backs at the Combine (95th percentile), blazing 4.4-flat with springy vertical (40") and broad (10’10") jumps. Explosive but small with substandard passing-game skills – he is an especially big liability in pass protection – Hill profiles as an exciting change-up back in the Austin Ekeler mold.

Surprised there wasn't more buzz about him (and that he wasn't drafted higher) after he tested so well.  Landed in a great spot with some short term opportunity and plenty of long term opportunity.

I've heard the Lindsay comparison and agree it doesn't fit.

Does he remind anyone else of Ray Rice coming out?  Nearly identical height/weight. Similar running styles.  Springy but will lower the shoulder.  Very good contact balance.  Both catch the ball very well.

He's a tough one to figure. 

I love his speed.  Harbauh said he wanted a home run hitter at RB before the draft.  He got it.  

That said, if he struggles with pass protection, he's going to struggle to find carries.  Even if he figures it out--dealing with the Ravens backfield last year has left me with a headache to this day.  

You can do worse late 2nd/early 3rd.

Baltimore isn't what I think about when I think of pocket passing offenses. 
That's perfectly fair.  I just figure he'll be in a situation to miss a block and then Harbaugh puts you in the dog house.

Yep, always have to remember most of them will never amount to anything. That said, I’m not at all opposed to going WR heavy early and trying to get Miles, Montgomery and Justice later with the hopes one of them becomes a “league winner”. I think one of the will hit big this year.

We’re 12 x 16 rounds with 2 IR spots, but for a few years we were 18 spots. Every year someone would moan “I’m running out of names” and I’d be thinking “Seriously? I wish we were going 20 or 24, there’s so many guys I wish I had room to stash.”

Absolutely salivating over this prospect. For some reason, I really want OBJ this year in my main redraft and plan on targeting him and going upside down again, just from the looks of things.

My RB tiers are so messed up, as are everybody's. I think you can hit with some of the rookies and PPR studs in this draft in mid-to-later round redraft.

Strategy can work, but is Justice Hill one of your late rb darts though? A pass catching specialist on a team which throws maybe 450 times. And they've called Ingram a 3 down back. 

I like Hill a lot more in dynasty.

It wasn't Hill. You're right. I don't know nearly enough about him to have a qualified opinion on his role or his talent. I was just commiserating about the decision this year to go WR heavy up at the top of the draft. I know I'm looking for a late first/early second as optimal for me to go upside down this year.  I like coming out of that position with an ultimate goal, frankly, of OBJ/T. Hill (same last name, and I know this is the Justice Hill thread, but still...) as my main targets. I'd be as happy with that as I would be with anything, really.

I'm also just spitballing at this point. I wouldn't take my opinions too seriously for another week or so until I'm able to flesh out the first few preseason games and get really involved with this. I was supposed to join a dynasty this year, but the spot closed, so I'm all redraft again.
