I don't think either of these teams is particularly good, it hasn't really been a well played game, the refs have done their best to grab the spotlight, but damned if it isn't entertaining.

Nope.  Just play with in the rules that have been around for 75+ years.

I get the idea of it.  Just not sure how you'd enforce it.  Would be weird to say that the playclock goes to 50 if its an X yard gain.

Could do it like college where the clock doesn't start until the ball is set after a 1st.
