1) His hand was down there in the first place because of the massive shove he gave to the KC defender.

2) He came down out of bounds anyway so it's uncatchable.

3) Obviously "held" looks way worse in slow motion with us seeing the replay half way through.  The momentum of Williams' hand was already moving downward from him using it to push off.
