I think you implied, through the "buffer," that there would state involvement but not control over production, wages, and prices. That was how I read what you wrote. Now, did you mean that?

Maybe not. I'll let you explain instead of putting unfortunately wrong words in your mouth.
I think "control" is a bit much.  I think "influence" is much more appropriate, especially if they go the "public option" route.  I prefer prices be driven by the market, but unfortunately we are in a global/world market now and other governments are highly involved making it necessary that our government be involved as well.  It's unacceptable to me that the United States become the honey pot where these multi-national corporations  make up all their profits lost because other governments are drawing a line, in the United States because our government allows it.  

Obviously we don't need to do M4A to achieve that buffer.  I am of the opinion that if the government was doing it's job and not pushing it off on insurance companies, they'd be influencing costs today helping drive them down by eliminating these unfair practices via legislation just like every other government in the civilized world.  That "buffer" word is pretty loaded and doesn't speak purely to the money exchange.
