He cant drain your account, you authorized one transaction with Phenoms. There is no billing agreement/authorizations open with PayPal. He cannot press a magic button and drain your account. Seriously, wtf do they train these csr reps for.

Banks maybe not, but if you used a credit card and pay absolutely you should get a refund. I feel very confident my CC companies will side in my favor. The CC company doesn't lose the money. PayPal will. The CC company wants you as a customer.

If a card company such as AMEX files a chargeback for the buyer, this is out of PayPals control. If he had a zero balance and I file a chargeback, his PayPal account will go negative. He will essentially screw over PayPal.

You need to call your bank and file a dispute. Give them all the information you can. This is our only chance at getting our money back. We aren't guaranteed any monies if we win. Direct your bank to this forum. Take screenshots. Lastly if dispute fails, we sue.
