The simple answer (similar to what someone mentioned above) is to only allow players on the field to call a timeout during FG attempts. I don't think anybody has a problem with timeouts to ice a kicker - before he kicks.
I seriously doubt that too many QBs are going to have as horrific a game as this and still be able to lead their team on two drives to win the game. Romo has got some heart to be able to keep this game going - all that matters is the W.
