San Antonio has a dome and hosted some Saints games after Katrina. That would make more sense to me than Atlanta if the facility is available.

The Texans looked much like they looked in their 2-14 season, which was the last time they got any love as an up and coming team. It's not at all clear to me that Schaub should be playing ahead of Rosenfels. For that matter, the QB of the future may not be on the roster.
