Either you're blind enough to be a replacement ref or you're not looking at the same play. Eli got his knee down and the center was pushed into him, forcing Eli to fall down. He was not "backing out".

That article is wrong. It clearly was not a victory formation and was not a kneel down play. They were lined up in an offset I formation. You don't kneel the ball from that formation.
In the victory formation, the offensive team doesn't expect to be hit full force. They line up, the center snaps the ball, the rest of the team stands up. Yesterday, the center snapped the ball, the rest of the team stood up . . . and the Bucs came in full force.

You're missing my point. The NFL would be taking a different position if one of the O-lineman rolled into a marquee QB's knees, causing to lose significant parts of the season.
