Yes It is all paid back. It has been set up as an option to pay the $10 entry fee. If you win and didn't pay anything in then the money goes to the next highest placing team. Most years 9-10 of the owners have paid the fees. The breakdown has been 60% to the winning team of the playoffs and 40% to the team that wins the regular season so the winner could take all.
