How does your commish "code" in the rookie players and manage it?

I'm looking for the wording of what any existing dynasty leagues use that allow for college players to be picked in the rookie/free agent draft. I'm proposing it in our dynasty league and want to see the wording from some other leagues about how it's handled. Does anybody do this through MFL...

I have the 1.2, 1.5, 1.9, 1.10, 1.11 and am in dire need of RB. I figure I can get 2 of Best, Dwyer, Spiller, Matthews at 1.2 and 1.5. Just not sure who will be looking good at 1.9, 1.10, 1.11.
