I think Orlovsky is definitely better than Painter. However, he has the unfortunate luck of only starting for winless teams.

This is why owning a WR1 is very different from owning a RB1 and also why RBs are more valuable than WRs. RB1's will always get their touches, but WR1's inevitably face more coverage and defensive adjustments that take away their playmaking abilities. Even Calvin Johnson has slowed down recently...
