After visiting over 100 colleges and universities to investigate athletic programs, the Carnegie Commission documented abuses in recruiting, undue influence of boosters, slush funds, widespread subsidies to players, high salaries to coaches, and a "distorted scheme of values," blaming "commercialism, and a negligent attitude toward the educational opportunities for which the college exists." Their report was published in 1929.
