We keep four.  I have mccaffrey, tyreke, and hopkins already.  I need to decide whether to keep godwin or montgomery for my 4th.  thoughts?

Montgomery. WR is much deeper.

Are there any restrictions to the keepers (salary, round lost, limit on how long, etc)?  

If not I would lean Montgomery as well........unless it's a start 1 RB 4 WR league.
