i've worked in the education space for the last ten years. i can totally see how this kind of thing could happen. in fact, i have had principals and district administrators "explain" how working with them could work.

When it comes to spending/purchasing I've seen some really stupid stuff done not through greed or corruption but just out of laziness and/or incompetence.

The principals charged in the case were not working with each other, McQuade said, and did not know others were participating in the fraud.

definitely. worse still, incompetent corruption or lazy greed.

I do. Corruption is pretty commonplace in DPS. Organization and cooperation, not so much.

If it had been 12 principals and 12 different vendors, maybe.  I'm not saying they got together and planned it, but I'm pretty sure word got around that you could make an arrangement with this vendor and benefit personally.
