Already have 11 owners signed up, all located in Arizona. Am hoping to find 1 more from the Phoenix/Tucson area to join so that we can try and do local drafts if at all possible. Most of the people involved know each other, and are in other leagues together. Most have 3+ years of dynasty experience, a few are newer. Looking for ACTIVE owners most of all. Below are all of the different rules, which aren't completely set in stone, but pretty close.

LEAGUE OVERVIEW

[*]The starting lineup can not include any players on a bye week or skill position players listed as out or inactive according to the league’s final injury report prior to game day. All owners should choose the option to receive emails detailing the injury status for their players.
[*]An illegal lineup will result in a loss for the week, and a fine of 125 Blind Bidding Dollars.

[*]Trade Limit – None
[*]Owners may trade rookie draft picks two years in advance (i.e. during the 2016 season, owners may trade 2017 and 2018 rookie draft picks).
[*]Trades will be approved by the commissioner or co-commissioner (no league voting on trades).
[*]In the event that one of the commissioners believes a trade is considered questionable (cheating or creating a deliberate unfair advantage) then the trade will be put to a league vote. The vote will not include the owners involved in the trade. All owners that vote NO to a trade need to provide a response to the commissioners outlining why the trade is unfair. The commissioners will determine if the response is valid, if the response is not considered valid then the NO vote will not be counted.
[*]In the event the commissioner and co-commissioner are both involved in a trade, the trade will be reviewed and approved by a designated owner in the league (JT Heet).
[*]All trades are final. If you accept the trade or offer the trade and it is accepted, even by "mistake", it's final. On MFL, in order to accept a trade you must click on the "accept" button PLUS confirm that you are about to accept a trade (two steps). No exceptions.
[*]Trades are still allowed if they create an invalid roster for a team (ie if the trade results in one team having more players than they have roster spots. The team must be in compliance to either pick up players through free agency or to set a lineup.
[*]No trade deadline.
REGULAR SEASON
PLAYOFFS
[*]Week 14 will see match-ups between the 3 and 6 seeds and the 4 and 5 seeds. Seeds 1 and 2 will receive first round byes. In week 15 the 1 seed will play the winner of the 3 and 6 matchup. The 2 seed will play the other remaining team.
[*]Week 16 will match-up the two final teams in the Super Bowl
[*]The draft picks will be assigned to the two losers of the first round of the playoffs using playoff seeding. The lower seed between the two losers of the first round of the playoffs will receive draft pick 1.07 and other team will get 1.08. Tiebreakers will be used if necessary (reference tiebreakers listed below).
[*]The loser of the 3rd place game will get pick 1.09, and the winner 1.10.

ROOKIE DRAFT
[*]If a trade is made during the draft and involves current year draft picks, the clock will be turned off until the trade issue is resolved. This is needed to allow the commissioners’ time to approve the trade.
[*]An owner may use all or none of their picks. Once an owner has decided not to use any further picks, please post that information on the message board or notify the commissioner. This will allow the pick to be skipped in a timely manner.
[*]A compensatory first round pick (pick 1.13) will be awarded to the winner of the Toilet Bowl every year.
ACTIVITY RULES
[*]If an owner leaves the league for any reason (including abandoned teams) the team will become the property of the league and a replacement owner will be found. If during the season, the commissioner will maintain the competitiveness of a team by setting the weekly lineup as described above. ALL league fees paid will remain property of the league and no refund will be given. An owner may only transfer ownership of his team upon approval from the commissioner.

Conditional Lineup Requests
· Owners may declare an unlimited number of conditional lineup requests weekly
· Conditional lineup requests will take the following form
o Start (any number of players)
o Conditional (any number of players)
· If any of the named starters are declared inactive, the owner will receive the score of the first unused player in the conditional list.
o If the starter is active and the unused player scores more, you do NOT get the unused players score.
o Example 1:
§ Starter- Gronk
§ Conditional- Martellus Bennett
§ If Gronk is declared inactive, the owner will receive Martellus Bennett’s score for the week.
o Example 2:
§ Starters- Julio Jones, Mike Evans, Julian Edelman
§ Conditional- Kamar Aiken, Marvin Jones
§ If one of the “starters” is declared inactive, the owner will receive Kamar Aiken’s score for the week.
§ If two of the “starters” are declared inactive, the owner will receive Kamar Aiken’s and Marvin Jones’ score for the week.
· At the beginning of each week, a new Conditional Lineup Requests Message Board Topic will be posted. Conditional lineup requests must be posted to the weekly Conditional Lineup Requests Message Board post prior to kickoff of any games involving any player in the conditional request.
· If a game involving a player in a conditional request kicks off, all players involved in that specific request lock. Starters can no longer be benched, backups can no longer be removed.
· In the event that a conditional request may be claimed, it is the responsibility of the owner to notify the commissioner (james.d.garrett3@gmail.com) and co-commissioner (cbechtel52@yahoo.com) via email by Wednesday at 11 pm EST. Any conditional requests that are unclaimed after that time are void.
· NOTE: conditional requests can ONLY be claimed in the event that a starter is listed as inactive. A list of all game-day inactives can be found at www.nfl.com/inactives and we will use MFL’s database as a reference
· NOTE: there are no "double conditional" requests. Owners are not allowed to submit conditional requests for their backup position, too. If the top backup on the list was also inactive, owners receive a zero for that position.
· Owners are not required to submit conditional lineup requests, and can choose to not do them.

LEAGUE OVERVIEW
- League Fees are $56 per year. Every owner is required to pre-pay one year in advance. In the inaugural year of the league, each owner is required to pay $112 ($56 fees for 2015 and $56 deposit for 2016).
- League will be played on www.myfantasyleague.com

- The league consists of 12 teams in one division.
- Standings determined by H2H (Head to Head)[SIZE=13pt] [/SIZE]Head to head is one opponent per week per team. A win is awarded to the highest scoring team in the matchup
- Top 6 teams make the playoffs; bottom 6 teams compete in the toilet bowl.
- Each owner must be an active participant in the league. At a minimum, you must set a valid line-up each week, participate in all polls and respond to all trade requests. Lack of activity is grounds for removal from the league.
- Since this is a dynasty league, all players will be kept until the owner involves that player in a transaction, either a trade or a drop/add.

ROSTERS
- Each roster will consist of 30 players during the regular season.
- Each roster will have a 5 player taxi squad, and only rookies can be on it. Once a player has been promoted to the active roster, he cannot be sent back to the taxi squad.
- At the conclusion of the playoffs rosters will be expanded to 35 players to accommodate incoming rookies.
- Rosters must be trimmed to 30 players before the end of the last preseason game. Failure to do so will result in loss of $250 Blind Bidding Dollars and the commissioner will choose the player(s) that is dropped from the invalid roster.
- Each team will also have 3 IR spots. Only players listed as ‘IR’ can be placed in the IR spot.
A team with an IR violation (having a player on IR that is no longer on IR) will not be able to submit a lineup

INAUGURAL DRAFT
- Immediately after league is filled, co-commissioner will send invite via leaguesafe.com to request payment for the next 2 seasons (they will be separate emails).
- Payment for 2016 season and 2017 season (total of $112) is due within 48 hours of notification from commissioner that leaguesafe.com invitations have been sent. Owners that do not pay before the deadline (48 hours) will be replaced.
- After 2016 and 2017 fees have been paid in full, initial draft order will be randomly determined so that you can draft your draft position.
The initial draft order will be randomly generated by a still to-be-determined way. This draft order is to pick your draft position.

ANNUAL LEAGUE FEES
- Subsequent to the inaugural year, the annual League Fees will be due no later than February 28 every year.
- For example, League Fees for the 2018 season are due on February 28, 2017 (as we always pay one year in advance). Early payments are permitted as soon as the leaguesafe.com account is set up. Once owners have paid these annual League Fees, draft picks two years in advance (i.e. 2019 draft picks during the 2017 season) will be active for trading.
- League fees are not refundable in any circumstances.
FREE AGENCY
- During the season, there are two ways to acquire players that are not rostered on a team; Blind Bid Waivers (BBW) and First Come, First Served Signings (FCFS).
- Blind Bid Waivers means you will not know who, if anyone, is bidding on what player and for what amount. Owners submit bids (up to the amount of Blind Bid Dollars they have) for players and the highest bidder wins the player.
- First come, first served (FCFS) free agent signings can take place 15 minutes after waivers have been processed. There is no cost for acquiring FCFS free agents.
- There is no maximum number of free agents you can add during the season.
- Free Agency is closed immediately after the season and re-opens 1 week after the rookie draft has ended.
- In the inaugural season, owners will vote on the weekly timing of the waivers process.
- When a player is dropped, that player is open for BBW which will process during the next weeks regular BBW.
- All players are locked (i.e. no add/drop activity) starting when their respective games begin, and remain locked until the next weekly BBW waivers process.
BLIND BIDDING WAIVERS
- BBW opens for player claims at 11 pm EST on Mondays and is processed at 11 pm EST on Wednesdays. Minimum bid is $1 and bids have to be whole dollar bids.
- To make a BBW, owner must not only make a bid but also declare a player to drop (if necessary), should the BBW win.
- Team records do not matter for BBW except in the case of BBW claims that have been made for the same amount. In this case, the tie breaker is:
Worst team record wins
- Least total points wins
- Head to head record
- Lowest power rank
- Owners are given $1000 Blind Bidding Dollars after the annual rookie draft. A maximum of $1000 can be carried over from the previous season, meaning the most Blind Bidding Dollars a team can have when Blind Bidding Dollars are replenished is $2000. Owners are permitted to include Blind Bidding Dollars in trades.
TRADES
- Owners can trade any team assets: Players, Blind Bid Waiver Money, or Draft Picks
- League trading philosophy:
All owners pay a fee and deserve to manage their teams as they see fit.
- All owners should be performing transactions with the intent to win. That could mean win ‘now’ or win ‘later’. Trades should reflect this making it difficult to determine fairness.
- Due to this being a dynasty league the perception of value can be greatly skewed due to differing player projections and strategies making trades difficult to be deemed fair. Can you read the future?
- No trade will ever be considered ‘unfair’ because a team improves from the deal. Isn’t that the intent of a trade?

TOILET BOWL
- The six teams that do not advance to the playoffs will participate in the Toilet Bowl playoffs.
- The teams in the Toilet Bowl series will be seeded one through six based on Win/Loss record, but in the opposite as the playoffs (team with the worst record gets #1 seed) Tiebreakers will be used if necessary (reference tiebreakers listed in ‘Playoff section’).
- The top two seeds will receive a first round bye. The toilet bowl bracket will play out the same as the playoff bracket (winners advance to the next round), except that the 1 seed will play the winner of the 4 and 5 game, and the 2 seed will play the winner of the 3 and 6 game.
- The Toilet Bowl champion will receive a compensatory pick between rounds one and two (pick 1.13).
- The compensatory pick will be a tradable commodity.
ROOKIE DRAFT
- The 5 round rookie draft will be held soon after the NFL draft each spring.
- The rookie draft will begin approximately 3 weeks after the NFL draft. Exact date and time to be determined on a year-to-year basis.
- The rookie draft will be non-serpentine slow email draft format if we are unable to do a live draft.
- Any rookie or free agent is eligible to be drafted.
- The rookie draft will use an 8 hour clock for each pick. The draft clock will be turned off at 12:00 a.m. eastern and will be started again at 8:00 a.m. eastern.
- Once the final pick in the draft has been made, no other picks can be made or traded, even if picks have been missed.
- The draft order will be determined by both the playoffs and potential points. The 6 teams that make the playoffs will get draft picks 7-12 with the order determined by their placement in the playoffs (See “Playoffs” above). Draft slots 1-6 will be determined by Potential Points scored during the regular season, with the lowest scoring team getting the number 1 overall selection.
- Once a draft pick is made, that pick is final and official.
- Waivers and free agency will be closed during the draft. Owners will still have the ability to drop players
- You do not have to clear roster space to make your picks. You can roster all of your picks, but your roster will have to be in compliance (35 players max during the offseason) in order to pick anyone up in free agency
Example- 35 players on a roster, draft 7 more. 5 get put onto the taxi squad, putting your roster at 37 with 5 on the taxi squad. In order to pick up a player, 3 players must be dropped so that once you pick that player up, it puts your roster at 35.

ACTIVITY RULES
- Owners who fail to submit a valid lineup for 2 consecutive weeks will be considered abandoned. A valid lineup contains active players that play in their teams’ games for that week. Lineups with players that are late scratches and who fail to play that week are still considered valid. Owners who continue to start players who are declared OUT at least a day before their games or are placed on INJURED RESERVE are starting INVALID lineups.
- If a team submits an invalid lineup, to maintain the competitiveness of the league, the commissioner will monitor the team’s activity and systematically submit a competitive lineup for that team, if the owner does not log-in to do so prior to the start of the week’s SUNDAY games.
- Lineups will be determined based on footballguys.com weekly rankings for each position (with highest ranked player being started) and the highest RB or WR being started in the flex positions.
- Teams will be considered abandoned if:
Owner fails to log into the league for 2 consecutive weeks during the season;
- Owner fails to log into the league 2 week prior to the Rookie Draft;
- Owner fails to log into the league the week before the first game of the season;
- Owner fails to pay league fees by the due date, February 28th.

If trades are not responded to, and 75% of the league owners agree that an owner is not responding to trades over an extended period of time, that is terms for removal from the league. No refund will be given.
TEAM REPLACEMENT
- Replacing a Single Team
If the league needs to replace only 1 owner, an advertisement will be posted on multiple dynasty forums looking for a new owner, as well using current owners to help find replacements. The new owner will then inherit the single orphan team and related draft picks.
[*]Replacing Multiple Teams
If the league needs to replace two or more teams in a single off-season, a dispersal draft will be held between all new owners. Current rosters and rookie draft picks will be go into the pool of free agents and the new owners will participate in a draft, following the same rules as the league's inaugural draft. During the dispersal draft, all Free Agency and Waiver activity will be frozen. Dispersal draft picks cannot be traded to non-participating teams.
TANKING
- Tanking, in any form, will not be tolerated in this league.
- Starting lineups should be submitted as complete and in the best interest of that team. If an owner is accused of not submitting his best lineup, the commissioner will make a ruling.
- If an owner is found guilty of tanking, the commissioner and co-commissioner will determine the best course of action.
- If an owner is removed during the season due to tanking, there will be no refund of league fees.
- Any opening during the season will be filled as soon as possible with a new owner.
- If no new owner can be found at that time, the commissioner will manage the team by submitting the optimal weekly lineup, according to footballguys.com weekly rankings.
EXPECTED OWNER CONDUCT
- All owners are expected to carry themselves in a professional manner that would not harm other owners or the league in general. Bragging and “trash talk” is an expected and interesting part of the game, but should be handled in adult fashion. The commissioner will draw the line between comments made in good fun and inflammatory comments that could harm the good of the league.
COMMISSIONER AND CO-COMMISSIONER
- Our goal is to have a fair, balanced league consisting of highly active and competitive owners.
- The co-commissioner can perform all functions in their entirety at the direction or in the absence of the commissioner.
- The co-commissioner will be the league treasurer and will be responsible for the leaguesafe accounts.
- The commissioner and co-commissioner will act in the best interest of the league at all times.
- The commissioner and co-commissioner accept the following responsibilities:
Interpret and enforce rules.
- Settle all disputes between owners.
- Preside over draft and perform waiver activity.
LEAGUE RULES AND SETTINGS
- There will be no modifications to rules or settings during the inaugural year.
- All proposed modifications to league rules and settings must be made during the offseason, but before the rookie draft.
- Any proposed modifications or changes to league rules will be put to a league vote. A 75% vote for the modification or change will pass and will become effective during the next regular season.
- Rule change proposals need to be initiated as follows (only during the offseason):
A thread in the message board should be created presenting the current rule (if one exists), the proposed rule change (in the exact wording you want it stated in the bylaws), and a description of why the rule change is an improvement. The thread should only contain responses related to the rule mentioned in the beginning of the thread.
- Other owners should focus on replying with yes or no answers and explain why they do or do not support the rule change. The purpose of this is to have an open discussion on the proposed rule change and the benefits (or detriments) it may bring.
- If alternative ideas are brought up during this league discussion, then state the rule changes you would like to see it written in the bylaws and present your case.
- Any proposed rule change (both original and alternative) that seem to gain traction (maybe about 5-6 supporters) will be voted on.
- The proposed rule change that will be voted on will be presented as a ‘yes’ or ‘no’ question. However, this may not always be possible. A NO vote is essentially keeping the byelaws as they are currently written. A YES means you want the proposed change.
- Settings that cannot be modified include:
Trade approval process
- If these rules are found to be contradictory in any way, the commissioner and co-commissioner are given authority to modify the rules to correct the contradiction.
- By paying the league fees and participating in this league, owner’s hereby consent they understand these rules and bylaws and agree to comply with them in their entirety.
- JT is not allowed to name his team anything related to the “Iron Islands”

· If any of the named starters are declared inactive, the owner will receive the score of the first unused player in the conditional list.
o If the starter is active and the unused player scores more, you do NOT get the unused players score.
o Example 1:
§ Starter- Gronk
§ Conditional- Martellus Bennett
§ If Gronk is declared inactive, the owner will receive Martellus Bennett’s score for the week.
o Example 2:
§ Starters- Julio Jones, Mike Evans, Julian Edelman
§ Conditional- Kamar Aiken, Marvin Jones
§ If one of the “starters” is declared inactive, the owner will receive Kamar Aiken’s score for the week.
§ If two of the “starters” are declared inactive, the owner will receive Kamar Aiken’s and Marvin Jones’ score for the week.
· At the beginning of each week, a new Conditional Lineup Requests Message Board Topic will be posted. Conditional lineup requests must be posted to the weekly Conditional Lineup Requests Message Board post prior to kickoff of any games involving any player in the conditional request.
· If a game involving a player in a conditional request kicks off, all players involved in that specific request lock. Starters can no longer be benched, backups can no longer be removed.
· In the event that a conditional request may be claimed, it is the responsibility of the owner to notify the commissioner (james.d.garrett3@gmail.com) and co-commissioner (cbechtel52@yahoo.com) via email by Wednesday at 11 pm EST. Any conditional requests that are unclaimed after that time are void.
· NOTE: conditional requests can ONLY be claimed in the event that a starter is listed as inactive. A list of all game-day inactives can be found at www.nfl.com/inactives and we will use MFL’s database as a reference
· NOTE: there are no "double conditional" requests. Owners are not allowed to submit conditional requests for their backup position, too. If the top backup on the list was also inactive, owners receive a zero for that position.
· Owners are not required to submit conditional lineup requests, and can choose to not do them.
