Yes, 40 for Taxi Squad is correct.  The average is about 20 for the 12 teams, with some as low as 2 to 4, and a few have in the 30s.

This is from our bylaws.  "Taxi Squad - All Devy and Rookies may go on Taxi.  Max of 40. Placeholders for devy picks, such as FA Place Kickers (which we do not use for scoring), can be added to the Taxi Squad because they represent the devy players.  Once you activate a player from your Taxi Squad, they cannot go back. If you trade for a player on another person's Taxi Squad, then you can put them on your Taxi Squad."
