This is a 20 year league that is looking for one owner to take over a franchise. This is a 12 man, 2-4 player keper league. its fee based Its a CBSsportline league and can provide you the league rules and set up letting me know your interest. We are looking for an active owner as this is a competitive league.
 
League Format:This football league is a HEAD-TO-HEAD Keeper League.

Number of Teams: The number of fantasy football franchises participating in this league shall be twelve. If an owner chooses not to return for the next season, he will be briefly missed, replaced, cursed, and then forgotten.

The Roster: Each team will have a roster of 18 players/defenses. The roster must contain 18 players/defenses throughout the season. The positional configuration of the roster can be in any way that so pleases the owner of the franchise, though each team is required to have at least one player/defense at every position.

The Starting Lineup: Each week, the owner must submit a starting lineup consisting of the following:

1 Quarterback
2 Running Backs
2 Wide Receivers
1 Tight End
1 Flex (RB, WR, TE)
1 Kicker
1 Defense

The lineup MUST be submitted via the website (or e-mailed to the commissioner, as a last resort at ripahl@yahoo.com) at least 5 minutes PRIOR TO THE START OF THE FIRST GAME OF THE WEEK. If you are having Web issues, you can call me at 703-225-8182 to submit your lineup, but it must be at least 5 minutes prior to the players kickoff.

NOTE: If there are Thursday or Saturday games, players from those teams will be locked 5 minutes prior to their respective team's game times. This means that players on late Thanksgiving Day games will not be locked until 5 minutes before their team's games. The same scenario will hold true for any Saturday games. ALL remaining players will be locked 5 minutes before the first Sunday game. This includes late game players, Sunday evening players and Monday players.

If there is an irresolvable dispute between a team and the league about a particular week's starting lineup, then the previous week's lineup will be used (regardless of bye weeks, injuries, etc.). If a lineup is not submitted on time, the lineup from the previous week will be used (regardless of bye weeks, injuries, etc.). Note: If a defense on a BYE is started, they will receive the worst (most negative) defensive points scored (per our leagues scoring system) for that week or -25, whichever is the worst.

HEAD TO HEAD SCORING:
Each week your team will go head-to-head against another team in the league. The team that scores the most points shall get a victory; the other team shall get a loss. In case of a tie (in a regular season match-up), each team shall get a tie. Each team will play an opposing team in their respective division/conference twice during the regular season. To fill the schedule, non-division/conference games will be randomly filled and utilize the same head-to-head scoring system.

THE DRAFT: The draft will consist of 18 rounds.

The draft order will be as described below, until the END of Round 9 (Rounds 1, 2, 3 and 4 are potential keeper rounds). The draft becomes Serpentine after Round 9 (i.e. Round 9 Draft 1-12; Round 10 Draft 12-1, Round 11 Draft 1–12, Round 12 Draft 12–1, and so on through the end of the draft; Round 18). NOTE: See the Keepers Section for further information about Keepers and draft order. The configuration of each team's roster at the end of the draft is up to each GM/owner yet required to draft at least one player for each starting position.

The drafting order is set at the conclusion of the season, or once you are eliminated from the playoffs. Teams not making the playoffs are seeded by High Point Total for weeks 14, 15 and 16, the higher your point total the better your draft position. For those in the playoffs, see the order set below.

1) Non-playoff team with highest point total in toilet bowl (Wk 14 – 16)
2) Non-playoff team with 2nd highest point total in toilet bowl (Wk 14 – 16)
3) Non-playoff team with 3rd highest point total in toilet bowl (Wk 14 – 16)
4) Non-playoff team with lowest point total in toilet bowl (Wk 14 – 16)
5) First round playoff loser with lowest overall point total (through wk 16)
6) First round playoff loser with 2nd lowest overall point total
7) First round playoff loser with 3rd lowest overall point total
8) First round playoff loser with 4th lowest overall point total
9) Second round playoff loser with lowest overall point total
10) Second round playoff loser with highest overall point total
11) Super Bowl runner-up
12) Super Bowl winner

Any team submitting suspicious lineups to improve the next year's playoff position will be confronted by an angry commissioner and will draft 12th the following year. Even if your team is doomed for the season, head-to-head matchups are important to other teams in the league. Each team is expected to be at its competitive best every week, regardless of its current season outlook.

Obviously, once a player is selected by a team, he is no longer available to be selected by another team.

Following the draft and prior to the start of Week One (1), each team may process ONE waiver selection. One player may be added, with one player being dropped. The commissioner will need to process this, so please send you selections to him. All selections are on a first come first serve basis and the Commissioner will update moves as fast as possible. See Waivers section for additional waiver information.
 
KEEPERS:
Each franchise has the right to keep up to 4 players from one season to the next. Each franchise MUST keep at least two players. Keepers will be slotted by their Average Draft Position (ADP) as determined by https://fantasyfootballcalculator.com/rankings/half-ppr on or as of August 22nd.

Each player will have a rank from 1 to N on that site. To determine the slot, take the rank and divide by 12 and round up to the nearest integer. For example, if a player is ranked 43, diving by 12 is 3.48. The slot would be the 4th Round. Keepers that equate to the same round will be slotted in the NEXT available round. In the example above, a second 4th rounder will be slotted in the 5th Round. Slotting of players will be done in rank order.

RIGHTS TO BE A FRANCHISE OWNER:
If it is a league-wide consensus that one of the owners is not paying attention to his team, he may be voted out of the league by a unanimous decision.

If a single owner is removed or leaves, the new owner will simply take over the existing team and follow all the rules adopted in this constitution for keepers and the draft. If multiple owners are removed or replaced, the new owners will be assigned to one of the existing teams via random draw. These new owners will also abide by the same keeper and draft rules detailed in this constitution.

The commissioner or deputy commissioner cannot be impeached. The only way to remove him from office to is to kill him.

THE REGULAR SEASON:
The league is broken up into three divisions containing four teams. Each divisional winner has full and complete naming rights for the division. The three division winners, from the previous season, are automatically placed in separate divisions and are ranked based on total points at the end of the season (week 16): 1 - 3. The remaining teams will be ranked 4-12 based on total points at the end of the season (week 16). The divisions will be determined in a serpentine order:

1, 6, 7, 12
2, 5, 8, 11
3, 4, 9, 10

DIVISION WINNERS:
Determined at the end of each regular season

SEASON LENGTH:
Regular Season: 13 Weeks (Weeks 1 – 13)
Playoffs: 3 Weeks (Weeks 14, 15 and 16)
The regular season consists of the FIRST 13 WEEKS of the season. Each team will compile a W-L-Tie record in addition to accumulating points.

WHO MAKES THE PLAYOFFS:
Eight of the twelve teams will make the playoffs.

The teams making the playoffs will be as follows:

Division winner; best overall W-L record;
Division winner; 2nd best overall W-L;
Division winner; 3rd best overall W-L;
Division runner-up; best overall W-L record;
Division runner-up; 2nd best overall W-L record;
Division runner-up; 3rd best overall W-L record;
The best of the rest in overall W-L;
The highest point leader not already qualified, not W-L

Tiebreakers For Division Winners, Divisional Runner ups (Within Division):
1) Head to head record
2) Divisional record
3) Total Points

Tiebreakers For Wild Card (Best of the Rest) (7th seed)
1) Head to Head record
2) Total Points

Seeding for the Playoffs
1) Division winner; best overall W-L record;
2) Division winner; 2nd best overall W-L;
3) Division winner; 3rd best overall W-L;

Seeds 4-8 will strictly be based on points scored for the season amongst those who made the playoffs as non-division winners.

The more points you scored the higher your ranking. This is the only true way to reward the division winners, especially the #1 seed.
 
THE TOILET BOWL:
The 4 teams who did not make the playoffs will battle it out for the number 1 draft pick. For playoff weeks 15-17 they will compete in a total points match amongst them. Whoever scores the most points will have pick 1, second most pick 2, third most pick 3 and whoever scores the least will get pick number 4. Determined by total, for weeks 15 – 17 only.

THE PLAYOFFS:
In Week 15, there will be 4 first round playoff games. The winners will advance to the Semi-Finals; the losers will be eliminated from their Super Bowl quest. In case of a tie, the team with the higher seed will advance. (1 vs. 8; 2 vs. 7; 3 vs. 6; 4 vs. 5)

In Week 16, there will be 2 Semi-Final games. The winners will advance to the Super Bowl. The losers are eliminated. See tiebreaker above. (Winner 1vs8 vs. winner 4vs5; winner 2vs7 vs. winner 3vs6)

In Week 17, the final two teams will meet in the Super Bowl. See tiebreaker above.

THE POINTS CHAMPIONSHIP:
The battle for overall points will rage all the way up through Week 17, regardless of whether or not your team is in the playoffs. There will be cash prizes for the top 2 finishers.

THE MONEY
Each team will pay a league fee of $125. Each team must pay by specified deadline set by the commissioner or will lose their team.

The CBS Sportsline web site costs $175.

Total prize money is $1500 - $175 = $1325

Division/League champions get $100 each (total $300)
Super Bowl Winner: $295
Super Bowl Runner Up: $150
Semi-Finalists: $100 ($100x2; Total $200)
Weekly winners: Each regular season week, the team with the highest overall point total will be awarded $20. (total of $280)
Points Winner: $50
Points Runner Up: $25
Highest Points Against: $25

WAIVER SELECTIONS: $2 per Waiver claim (Add)
Each team may choose to exercise multiple waiver selections during the season. In order to make room for the player to be added to the roster, a player must be dropped from the roster. If a roster is incomplete, a player can be added without having to drop a player. If a player is available on the waiver wire, they are available for your roster, regardless of when they occupied another team’s roster position.

The waiver order for the season is the reverse order of the standings (inverse of each team’s win/loss record with total points being the tiebreaker for teams with identical records).

Submit all waiver selections directly to the CBSSPORTSLINE.COM website. Your waiver selection will automatically be processed Wednesday through Sunday of each week. If no selection is made on the assigned day, no waiver selection for your team will be made. The only waivers pick process outside of the CBSSPORTSLINE.COM will be when trades create an unbalance (there will be done Saturday) or if your starting roster requires a ACTIVE player and your team has a waiver available.

Prior to the regular season, one waiver selection allotted prior to the start of the season. With the NFL season starting on Thursday, your preseason move is allotted up until the first Sunday of the Week 1 games.

Waivers may be requested and will be processed up until rosters lock. If you wish to activate a new player for the week and you need the commissioners to do it, please make that request with the selection via email or to the league message board at least five minutes prior to the player’s game. A commissioner assisted late waiver will cost $5.

TRADES (Free)
All trades must be approved by the commissioner. Trades do not have to involve an even number of players, though a team must maintain a 18 team rosters at all times (ex. Team A trades two players to Team B for one player. Team A must pick an additional player to fill his roster, while Team B will have to drop a different rostered player to make their roster legal). The additional needed player(s) are not designated as the team’s weekly waiver selection, unless a waiver selection has not been made prior to the trade. If a waiver selection had been made, the team adding the additional player must submit this to the commissioner (the website cannot process the(se) addition(s) (the league only allows the addition of one player per week per team) - the(se) addition(s) will not be processed until the Saturday during the week of the trade - giving all teams the chance to process a waiver selection).

All trades involving the commissioner must be approved by the junior commissioner.

If a player is traded during the off season (following the completion of one season (the super bowl) and prior to the draft of the next season), the player(s) involved are Designated KEEPERS to the teams they land on. Players can be traded prior to Keepers being locked and after Keepers are locked (up to 30 minutes prior to the draft). Once Keepers are locked, these players are the only available/eligible players for trade prior to the draft. If players are traded during the off season and either or any GM/Owner/team involved in the trade does part-time in the upcoming season, the trade is null and void with all players are returned to their respective teams.

The trade deadline is prior to Week 11. Once the Thursday game starts on Week 11, the trading will stop.

OFF SEASON / PRE-DRAFT:
Prior to next year's draft and during the off season, GM's/Owners are afforded the option to trade players. During the off season, players trade may be of a non-equivalent amount, 1 for 1 or 1 for 2 or 1 for 3 or etc., noting that any and all players traded are Designated Keepers to the team they land on. Off-season trades need to be approved by the commissioner. Trades involving draft picks must have reciprocating draft an equal number of picks in return and to comply by having no less than a 2x draft pick in return value (e.g., if an owner sends a 3rd round pick, he shall receive no less than a 6th round in return. If an owner sends a 3rd and a 6th, the return cannot be any less than a 6th and a 12th). See rule above in Trades for further information.

SCORING:
QB, RB, WR, TE:
Passing Yard: .05 per yard (1 point per 20 yards)
Running Yard: .1 per yard (1 point per 10 yards)
Receiving Yard: .1 per yard (1 point per 10 yards)
Touchdown 6 points
Lost Fumble -3 points
Interception -3 points
2 Pt Conversion (throw, catch, run) 2 points
Reception: 1/2 point
** NOTE: A punt return/special teams guy does not lose points for fumbling a punt or kickoff.

Kicker
3 points for any field goal 30 yards and under
3 points plus .1 yard for every yard over 30
6 points for a 50+ yard field goal
1 point for an Extra Point
No penalty for missing field goals or XP

Defense/Special Teams: (Fumble/INT return for TD do not apply)
10 points for a shut out.
1 - 6 DSTPAs = 7 points
7 - 13 DSTPAs = 4 points
14 - 20 DSTPAs = 1 point
21 - 27 DSTPAs = 0 points
28 - 34 DSTPAs = -1 point
35+ DSTPAs = -4 points

Total Yardage Allowed (Rushing and Receiving):
0 - 250 YDSs = 4 points
251 - 300 YDSs = 2 points
301 - 350 YDSs = 0 points
351 - 400 YDSs = -2 points
401+ YDSs = -4 points

Interception: 3 points
Fumble Recovery: 3 points
Touchdown: 6 points
Blocked Punt: 2 points
Blocked Field Goal: 3 points
Blocked Extra Point: 1 point
Sack: 1 points
Safety: 2 points

Kick and Punt Return Yardage:
1 pt bonus at 100 yds
+ 1 pt bonus at 150 yds
+ 1 pt bonus at 200 yds
+ 1 pt bonus at 250 yds

Also, how does waiver priority work? Faab or worst record gets first waiver?
And how would a keeper work for Jordan Mason for example. He rolls up around the 9th round, so would he slot in round 1-4? Or would owner get that pick as open? Thx.
