Decker may indeed be limited, and Cimini is pretty plugged in, but I'm skeptical how he knows this about Decker's usage. I doubt that Rex and Co. would show their hand like that.

Just caught and fought for a TD. A few drops but targeted quite a bit. Doesn't seem limited at all.
