Why is the first down holding penalty NEVER declined when there is no gain or a gain of 1? I'd love to do a comparison of how often 1st and 20 is converted compared to 2nd and 9.

What do you think is more likely to happen on 1st and 20, a gain or 12 yards or more, or a gain of 10 yards or less?

 
1st and 20 - need to average 7 yards a play to get the first.

2nd and 9 - need to average 5.

1st and 20 wins for the defense.

Now 1st and 15 vs. 2nd and 10 - that'd be a better debate.

yeah, that's logic. but ... i think i'd rather give a team 2 downs to make a first down than 3. idk. just something that started bugging me a couple of weeks ago.

Assume for a second you trust your defense to stop the offense either way, wouldn't you rather have the 10 yards in field position?
