  • Clubs must submit Qualifying Offers to their Restricted Free Agents with expiring contracts and to whom they desire to retain a Right of First Refusal/Compensation.
  • Clubs must submit a minimum salary offer to retain exclusive negotiating rights to their players with expiring 2012 contracts and who have fewer than three seasons of free agency credit.
March 12 – All 2012 player contracts expire at 4:00 p.m., New York time.

For those not familiar with them, here is some information on the Regional combines and Super Regional combines from https://www.nflregionalcombines.com/

NFL Regional CombinesThe National Football League launched the NFL Regional/Super Regional Combines program in 2012 to serve as a supplement to the League’s National Scouting Combine. They are designed to provide an opportunity for participants to display their pro potential and to help ensure that no worthy player is overlooked.NFL Regional Combines are conducted specifically for persons eligible for the NFL draft that are not participating in the National Scouting Combine, free agents who have never signed a pro contract, and free agents with some pro experience.NFL Regional Combines are not fantasy camps. Applicants must meet NFL eligibility rules and be able to perform at a high skill level. The NFL reserves the right, in its sole discretion, to reject any applicant it determines to be unqualified or unfit to compete.NFL Regional Combines for Position players are limited to 240 participants and cost $225. Combines for Specialists cost $275 and are limited to 40 Kickers and 50 Punters. If you plan on attending as Long Snapper, please sign up for a Position player combine.NFL Regional Combines are generally held in NFL club facilities (except for Hawaii and Los Angeles combines), and participants are tested and reviewed by experienced NFL scouting personnel. Here's a description of what is allowed for offseason workouts.

From the NFL’s release running down the structure of the offseason:

Each club’s official, voluntary nine-week offseason program is conducted in three phases:

  • Phase One consists of the first two weeks of the program with activities limited to strength and conditioning and physical rehabilitation only.
  • Phase Two consists of the next three weeks of the program. On-field workouts may include individual player instruction and drills as well as team practice conducted on a “separates” basis. No live contact or team offense vs. team defense drills are permitted.
  • Phase Three consists of the next four weeks of the program. Teams may conduct a total of 10 days of organized team practice activity, or “OTAs.” No live contact is permitted, but 7-on-7, 9-on-7, and 11-on-11 drills are permissible.
Clubs may hold one mandatory minicamp for veteran players. This minicamp must occur during Phase Three of the offseason program.

Each club may hold a rookie football development program for a period of seven weeks, which in 2013 may begin on May 13. During this period, no activities may be held on weekends, with the exception of one post-NFL draft rookie minicamp, which may be conducted on either the first or second weekend following the draft. The dates of those rookie minicamps will be released at a later date.
