This is a 2nd year, large scale IDP/PPR/Devy league with a relegation/promotion system with payouts in all 3 tiers at seasons end. Largest portion of the pot goes to the premier tier. Relegation/Promotion occurs 4x a year, so you have ample opportunity to climb from tier 3 to tier 1 every season.
We have 45 man rosters, 8 man PS and 2 Devy slots.
The player talent pool in this ROD will be quite expansive. There are 9 teams total involved. The rosters from:

Boston Breakers
San Francisco
Ottawa
Frankfurt
Charlotte
Iowa
Waxha
Are all involved. You will also have the opportunity to draft the Devy players on these rosters which include:
