Has anyone ever done such a thing? Are there any websites out there that could help?

The idea is four divisions. Each having their own 10 man league and having their own draft. That means that teams, in different divisions, could be playing the same players.

I've been in a league with that exact setup for twenty owners (two divisions of ten, etc.). Never heard of one for forty. But then again, I don't know forty people. I think it could work, but all those problems you run into with smaller leagues (apathetic, disengaged owners, for example) would just be exacerbated in a league that size.
