My fault, only wrote about the subsequent years. 

It will be an auction through ESPN, time and date TBD upon filling the league, where an owner will receive $200 to build their team. Once the draft is over; another $200 will be provided for free agent bidding throughout the season.

Thanks for the response. How will contracts work from year to year?

And it appears there will be some type of rookie draft every year? How will the free agents be acquired? Via auction at the beginning of each year?

I might be interested but I feel like a lot of the dynasty stuff needs to be defined.

There are no salaries, the rookie/agent draft is a slow email draft (not snake, no bids, just picks). You can choose to use a pick on a free agent or a rookie, your choice. That is only for subsequent drafts. Once that draft is over the waiver pool opens again and you get your $200 for the year.
