I am going to be a bit sensitive to it being a special ed teacher and working with teenagers that can't read.

Yeah, not illiterate exactly, but possibly some sort of learning disability as his fluency was very poor. That is very common amongst many of the students I work with. It's impact is very similar to being illiterate. Comprehension is severely impacted when fluency is low.
