I think the hat on the patch is a tiny bit different, but thats basically what I see, too. It almost looks like an old train conductor/worker.

Similar to what I see but the features are smoothed out in that version- I'm seeing more angular nose and chin. Maybe with a hat reminiscent of the tri-corner hat worn during the revolution...

Considering the other jacket has no patch, I'm thinking this is an iron on or something. I remember iron ons/patches being pretty big when I was a kid in the late 70s/early 80s.

We used to eat all of the Monster cereals so thats a good possibility. If it was a prize in the box I'll never find it.
I found a site that listed cereal mascots, but the amount of them was enormous to go through them all.
