Nine year olds should be handling nothing more dangerous than a BB gun or an airsoft rifle. By 10 they can be moved up, responsibly, to single shot or non-semiautomatic .22's, bolt action being better than lever action as low strength, short arms, and lever action can lead to a lot of muzzle travel. By 12 some can progress to 410 and 20 gauge shotguns. By 14 to just about any sport or common self defense caliber if under responsible supervision. Uzi's well, they should not be shot by any but full grown and experienced shooters.

Those who allowed this girl to possess and control that weapon should be looked at for Child endangerment charges. Very irresponsible to my way of thinking.

The point is there is a risk in everything and it is all the same risk at different odds, and people have different levels of risk aversion. Some people think the risk of training kids with firearms is acceptable some people refuse to allow medical care for their children and some parents think football is too dangerous.
