We set up an employee health insurance plan for the first time this year. The company pays 50%, the employee pays 50%.

I am setting up the deductions in my Quickbooks software and it's asking me if the portion we are withholding is taxable or pre-tax.

Example:

Bob makes $1,000 per week, the company withholds $150 for his health insurance. Is Bob taxed on $1,000 or $850?

I have Googled thoroughly and can't find a satisfactory answer. Anyone have any idea? We are in the state of Illinois.
