Allen, Pitts, Higgins (1 Viewer)

I need to select two keepers out of Josh Allen, K. Pitts and T. Higgins. I can keep Allen only this season but could keep Higgins and Pitts next season as well.  Which two should I choose? PPR; passing, rushing & receiving TDs all 6 pts

How many QB's are going to be kept across the board?  Also, are there any penalties for keeping a guy (like loss of round pick)?  

In a vacuum I would keep Pitts and Higgins
