Not sure of your league setup and have never played fantasy football on Yahoo, but I know from fantasy baseball it could be a postion eligibility thing ... does your league use defensive players? if not, he won't be listed (he's a CB). Anyway, that's why he's not available in my league so I thought I'd mention it.
I don't play IDP at yahoo, but any questions you have can be addressed by going to the help section on your league home page (generally near the top right is a list that says Home Help Rules) Click on any of the questions on the left in the help section then go to the bottom right of the page that opens. You should see a section that says Contact Customer Care. Open that and follow directions to send in a question, they generally respond within 24 hours.
another option is to open your league home page, select your team and select add players. In the page that opens there should be an open dialog box where you can type in the players last name and a list will open from there. Since Rossum is a DB you wont see the name in generic yahoo leagues but it should be there in your IDP league. SO far as I know they don't have a separate KR PR rank the player retains his position designation.

How strange, are there any other players this applies to? Rossum has been returning for years, yet has he always been listed solely as a CB?
I cant think of another team that you cant select their return guy because he isnt an available player.
A shame too, he has been putting up an above average YPR this season.
