It's four-OH

It's for the most "ate up" Sailor. In other words, a star.
You're not helping with the gay connotations the Navy has.
Does the Navy have more of the gheys than the Army, AF and Marines? I suppose there is quite a lot of down time at sea.
Not sure, but they certainly have cornered the market on fat chicks.
My experience suggest otherwise.

The current use of the term is four-dot-oh. It also tends to get abbreviated to Four-dot or four-oh sailor. It means a sailor who stands out above the others. I have heard four-point-oh as well, but it isn't as common. It just doesn't sound as cool as four-dot-oh.

Ironically, about 14 years ago the Navy decided it was 25% better than every other grading system and went to a 5.0 scale for evaluations. Now, we still hear the 4-dot-0 from some of the old timers, but a lot of people now say 5-dot-0. So there is that.

I would say that the Navy definitely has the most chunky girls of all the services, but it is still far fewer than many parts of the country. AF chicks are the hottest. Army chicks are freaks. I have no idea about Marine chicks because you can't tell them from the men.

Any other questions?

There is another branch of the service that refers to them as Pier Qu**rs.

Sadly, no.
