Lots of app makers had the chance to push side loads and now it's too late. 

Apple continues to push an out of date UI for this very reason.  They are beholden to sub model apps.  

There needs to be revenue caps per user.  Or something.  

Then you look at how Instagram revenue model is setup and you get why it took what? A decade? For a Facebook app to show up in the app store?
