Most people I follow from Europe are angry about this. "Big Tech" seems to hate it as well. Apparently Article 13 is absurdly strict copyright laws for the internet
Well it still has another hurdle. It has to pass the EU council to become law. Then there is a 2 year window to achieve compliance. Memes and such are singled out for protection in the law.
