Best free site for office league (1 Viewer)

I have been trying to get an office league together for about 3 years and it looks like this year theres enough interest that I can do it. My dilemna is that there are some people who have never played before so I am not looking for anything with tons of bells and whistles. Also, it needs to be a free site. I prefer RTS, but not free.

Any thoughts/advice?
